Because they weren't Ukrainian, they were Soviet/Russian facilities/factories/design bureaus and the Nomenklatura apparatchiks gave the brilliant idea of putting relevant industries on the outskirts of the Russian part of the USSR. The reality is the funding and research was predominately provided by the Russian part, and bureaucracy put the industries in the wrong republics...which leads to this mess today.

Take a look for example the difference between Antonov and KMDB, as examples respectively of Russian funding and non-funding to get a good idea what I'm talking about. Hopefully the failure of the MINSK-II treaty ends, and Novo-forces can take over strategically relevant industries such as Motor Sich, Antonov, Uzshmash, even KMDB.

I can't do this topic justice, but maybe if Khepesh reads this, he could do a better job than I could.

"Secretary of the National Security and Defense Council of Ukraine Oleksandr Turchynov on Tuesday visited the test site, where test of the missile of Ukrainian production took place. NSDC Secretary of Ukraine directly coordinates the realization of national missile programs.

According to Mr. Turchynov, restoring of the missile shield is “one of the priority tasks for defense and security of our country”.

Our Defense-Industrial Complex, our scientists and designers were entrusted with a task to ensure the production of Ukrainian missiles without a single component, manufactured in the Russian Federation”, ‑ he said, adding that “Defense Industry together with scientists fulfilled it worthily”.

“We started firing tests of missiles of Ukrainian production, and today’s launch showed that our missile has fully complied with the planned task and hit exactly at the preplanned target”, ‑ Mr. Turchynov noted, stressing that unlike the Russian analogue, missile of Ukrainian production is a guided one, “that makes possible to significantly increase the efficiency of its use”.

According to him, this is not the only missile program, which Ukrainian scientists and Defense Industry are working at. “We are getting ready to wield powerful and effective missiles that will reliably defend our country”, ‑ he said.

After successful tests NSDC Secretary of Ukraine held a meeting with leading designers and managers of defense enterprises, who in cooperation carry out the production of Ukrainian missiles. The meeting was dedicated to clarifying the schedule of further testing and arranging the series production.

The military news site military-informant.com reported that was firing test of new Ukrainian project «Vіlha» ( translated from Ukrainian as the Alder is the common name of a genus of flowering plants) 300mm Multiple Launch Rocket System."

"The French military truck Renault Midlum heavily stuck in mud during preliminary trials in Ukraine, reported military-informant.com.

The Renault Midlum that participated in the exercises have been presented to a group of military men with the Chief of the General Staff, the Commander-in-Chief of the Armed Forced of Ukraine Mr.V.Muzhenko at the head and battalion commanders. After inspection military vehicles have been test driven by armed forces personnel and battalion commanders.

    Ukrainian Ground Forces: - Page 3 21-03-16_005

During the test, the Renault Midlum truck did not cope with trail obstacles and stuck in the mud. Ukraine KrAZ-Fiona vehicles had to recover stuck vehicles. The new generation of the Renault Midlum trucks is part of an extensive program of product renewal that Renault Trucks has been pursuing in recent years.

The Midlum family of 4×2 and 4×4 rigid trucks is based on commercial vehicles which are adapted to the specific needs of armed forces. They are ideally suited for logistic missions and benefit from the low lifecycle costs of commercial vehicles. The Midlum is available with several wheelbases, GVW, equipment and cabs (single or crew cabs) to transport various payloads:cargo, shelters, weapon systems, troops, water or fuel tanks.

    Ukrainian Ground Forces: - Page 3 21-03-16_006-1-696x463

As a troop carrier, the Midlum 4×4 is able to transport up to 18 or 27 soldiers (2 or 3 rows) in a drop-side tarpolin flatbed."

"The Ukrainian military’s future heavy armored vehicles, the KrAZ- Shrek and KrAZ-Fiona, is undergoing preliminary trials, reported military-informant.com.

Results of testing KrAZ-Shrek and KrAZ-Fiona proved their full compliance with set parameters specified by customer in his request.

    Ukrainian Ground Forces: - Page 3 21-03-16_001-e1458727913889-696x496

Upon completion of tests in Chernigov and on the proving ground in Goncharovskoye, armored vehicles went to the proving ground of Rovno for military exercises. In Rovno these vehicles have been joined by KrAZ-Spartan, KrAZ-Coguar and vehicles from other manufacturers such as Kazak, Bars, Varta, etc.

All the vehicles that participated in the exercises have been presented to a group of military men with the Chief of the General Staff, the Commander-in-Chief of the Armed Forced of Ukraine Mr.V.Muzhenko at the head and battalion commanders. After inspection military vehicles have been test driven by armed forces personnel and battalion commanders.

    Ukrainian Ground Forces: - Page 3 21-03-16_003

Kremenchug Automobile Plant is proud to note that KrAZ vehicles offered the best off-road capability during test drive. When off-roading over marshy terrain on the course Kazak, Bars, Varta and Renault Midlum armored vehicles could not negotiate it and KrAZ vehicles had to recover stuck vehicles. At the same time, KrAZ-Shrek and KrAZ-Fiona vehicles easily tackled this terrain. During military exercises the Ministry of Defence of Ukraine officials could drive vehicles on some proving ground tracks. After test driving these vehicles military men gave positive feedback about power and excellent off-road performance of KrAZ vehicles. What is more, military men said that both light and heavy KrAZ armored vehicles are needed in the frontline and military units for various tasks. The servicemen emphasized that KrAZ vehicles once again proved their ability to meet all the expectations of the army men and tackle their job in a rugged environment. "

As reported, at the end of March 2016 in Kiev began the first tests of military tracked armored vehicle "Azovets", built on the chassis of tank T-64 engineering group of the infamous neo-Nazi separate regiment of special purpose "Azov" the National guard of Ukraine (NGU).

By definition creators, "Azovets" is a "tank combat in the city", or "highly secure universal heavy crawler platform". The commander of the regiment "Azov" E. A. Biletsky described the sample as "analog combat vehicle tank support".

It looks like Ukraine thinks the Saxon is good and withe the British are scouring the world for more. This is so amazing that I have attached the full text translation. For Mayor Campbell read Major (this is Yandex)

    Ukraine buys more armored Saxon

    April 1st, 0:09

The fourth issue for the year 2016, the British military magazine "The Royal Armoured Corps Journal" (publication of the Royal armoured corps - Royal Armoured Corps - the Royal army) published an article by Joan P. Holloway "Saxon APCs Rehabilitated Himself in Ukraine After 30 years of Underestimation in the British Army", contains some interesting information about Ukraine acquired the famous old British wheeled armoured vehicles Saxon AT-105.

    http://bmpd.livejournal.com/1823472.html

When desperately in need of weapons for self-defense of the Ukrainian democratic government, the victim of a brutal hybrid of war by the aggressive resurgent Russia of Vladimir Putin, in 2014 for funny money bought through private British mediation 75 decommissioned from the British army wheeled armoured personnel carriers Saxon release of the 1980-ies, it has caused many crooked smile as in the UK, and Ukraine. "Old ugly pumpkin" - those memories left a Saxon many British military personnel have evaluated them during his service with the newest of the Warrior IFV and Challenger tanks. The Ukrainians considered this purchase as obviously a temporary solution until more modern machinery from the West.

The year after the Saxon arrival to Ukraine of assessment has changed dramatically. The representative of the British Advisory military mission in Ukraine major Peter Campbell (Peter Campbell), who is responsible for assisting in the development of the Western Ukrainians of automotive and armored vehicles, said that his wards Ukrainian delighted with Saxon.

"I, too, was initially surprised by the purchase of Saxon, and thought, Hey, what kind of scrap they brought," said mayor Campbell, "But now I see how many in Britain were wrong about Saxon".

C the summer of 2015, the Saxon armored personnel carrier was extensively used by Ukrainian forces in many local clashes with Pro-Russian separatists and Putin's "proxy armies", showing excellent fighting qualities - primarily, a high level of protection.

Ukrainian soldier Taras "Sparrow" from the 95th infantry [apparently, airmobile - bmpd] brigade, fought in one of Saxon, says: "near Marinovka (Ukrainian village retaken from the separatists in June last year) two separa jumped in front of us and doused my car with machine guns Kalashnikov from some ten yards to the fence. It was like hail on a tin roof, but no bullet struck the armor".

"Yes, now everyone can see what a real Sheffield steel" - smiling, said mayor Campbell. - "The experience of combat here, half inch Saxon armor equal to the armor inch for Russians".

One Saxon was surrounded by Russian Cossacks, who were unable to him to do anything. "We happened to them all in the "Russian salad" - boasts another Ukrainian soldier Ivanko "Nabucco" [so in the text. - bmpd]. The Ukrainians built the Saxon part of an impressive armament mounted on top of two or three 7.62 mm and one 12.7-mm machine guns, turning this car into a "fire hedgehog".

At least two Saxon survived a hit from an RPG-7. Ukrainians in the British manner equipped with some armoured personnel carriers improvised grilles, screens employees against RPG-7, further increasing their protection. "They're good students," says Campbell.

Mine Saxon resistance was also struck by the Ukrainians and the British. Several cars were blown up by mines and IED, but the damage and human losses were less than those used by the Ukrainian army allegedly MRAP cars of Ukrainian production or bought in the UAE. "They take the old truck, hanging on his armor, and say that this MRAP. Yet they buy the same, only colored well, for some mad money in the Emirates. It's sad," says Campbell, who have experience fighting in MRAP vehicles in Afghanistan. - "Our ancient Saxon vpechatlaet here."

In spite of 30 years of age, motors, transmission and suspension of the old Saxon work in the Ukraine very well. "Many have asked me: [motors] Bedford, what brand? Where to get spare parts for them? After a year of military work are already there - everyone can see that Bedford spare parts practically unnecessary, everything is as new." - says major Campbell, - "I always say that it's on the level as a Rolls-Royce Phantom 50-year, or maybe 80 years ago. Now this will not do, it's what were famous for Britain".

Bedford motors is quite withstand field operation, easy shifting, for example, underfilling of oil and other liquids (often guilty than Ukrainians).

"The Americans gave the Ukrainians a whole pile of my old Humvee, which can't drive because they all have scattered tires on wheels. And heard-do you know anything about any problems with the tires at the Ukrainian Saxon?" - pleased to asked Campbell.

As a result, Saxon is now considered one of the most valuable armored vehicles of the Ukrainian army. Inspired by the experience of their use, the Ministry of defense of Ukraine in contact with British colleagues initiated a program of purchasing additional Saxon.

This is a non-trivial task, given the fact that in the British army Saxon APCS were shortsighted permanently taken out of service in 2008 - against the backdrop of the soothing speeches of politicians about the advent of peace in Europe. Now more than 600 British cars Saxon in storage at the British Ministry of defence remain very few. The rest went to the hands of various private intermediaries in the United Kingdom and even the United States, and up to 100 machines have been donated to African Somalia and Mozambique.

Major Campbell, who heads the British side project procurement for Ukraine BTR Saxon, says that his staff is looking at virtually all of the Parking areas, which now espouses a decommissioned machine. "Of course, not all is already good, but we found up to 160 standard cars in Britain and up to 50 in the States, and now contracts for their purchase," says the major, 'I Hope that in 2016 they will start to arrive to Ukraine".

Found in different places of the machine should be thoroughly inspected, tested, painted and retrofitted. According to the Ukrainian source, the Ukrainian government has earmarked "tens of millions of dollars" for this program. Britain also provides some assistance, although not financial.

Another source of the Saxon armored personnel carriers for Ukraine became Africa. If Somali, and put back in the 1980-ies of Nigerian, can be considered "non-refundable" of those mired in civil wars the countries, 25 Saxon, donated by the British government in 2013, Mozambique, proved to be a valuable trophy for major Campbell. With the participation of the Ukrainian Embassy in Mozambique, major Campbell was able to arrange the ransom 19 still remaining in a more or less decent form Saxon in the Mozambican army. In February 2016, these 19 cars at night were secretly loaded onto the ship that came to Ukraine.

The Russians, with a strong presence in Mozambique dates back to Communist times, tried to prevent this deal. "I know that they gave someone money there. But, as I understand it, the Ukrainians have given more. So there's the business," laughs Campbell.

"Taling into consideration all the demands of time and сircumstances, a company «Ukrainian Armor» frome Ukraine developed a new concealable body armor – Velcro.

All elements of this model are fastened together with the help of the velcro. This design solution enables to adjust a bullet-proof vest comfortably to any person and a bodily constitution. It also gives an opportunity to replace the elements of the body armor if needed. A soft ballistic package made of a well-known ultra-high-molecular-weight polyethylene (UHMWPE) or para-aramid fabric guarantees a secure protection.

The universality of this solution enables wearing it not just under a jacket, but also a shirt or a T-shirt. An outer side of the elements of the bullet-proof vest is made of the material of the same name Velcro that is agreeable to the touch. An inner part is made of a high-quality antibacterial fabric that protects against sweating. This provides a high level of comfort and does not cause irritation to the skin when wearing it directly on the body."

    A pipe dream.

They cant even build T-84 Oplots decently.  They wont be able to do much with this. T-64 armor is very much out of date and this is trying to modernize something that should have been removed from forces years ago.

"Ukraine armed forces use tracked chassis of Strela10 (NATO code SA-13 Gopher) air defense missile system to develop a low cost version of MLRS (Multiple Launch Rocket System) using 80mm rocket pods S-8. This type of rocket is mainly used on Mi-24 Hind combat helicopter.

    Ukrainian Ground Forces: - Page 3 Ukrainian_MLRS_rocket_launcher_system_based_on_SA-13_Gopher_using_S-8_rockets_pods_640_001

The new Ukrainian MLRS with S-8 rocket pods is mounted on an MT-LB multipurpose tracked armoured vehicle offering high mobility in all-terrain conditions.

A video released on Internet showed that the original four surface-to-air missiles launcher unit of the SA-13 is removed and replaced by two B-8V-20 pods each containing twenty 80 mm unguided S-8 rockets. According military sources from Internet, Ukrainian armed forces will have a large quantity of S-8 rockets.

The vehicle is able to fire a total of 40 rocket in less than few seconds at a maximum range of 2 km. The S-8 is an unguided rocket developed by the Soviet Air Force for use by military aircraft. It remains in service with the Russian Air Force and various export customers.

This rocket entered service in 1984 and is produced in a variety of subtypes with different warheads, including HEAT anti-armor, high-explosive fragmentation, smoke, and incendiary, as well as the specialized S-8BM runway-destroying munitions and the S-8DM fuel-air explosive variants. TheS-8 rocket is provided with a solid propellant motor with a summary thrust pulse of 5,800 N.s and operating time of 0.7 s.

The main disadvantages of this new low cost MLRS is the use of unguided rockets which has a limited range of fire and a low accuracy."

Oh boy.. what a news. High tech development.

Given the way the UA seems to operate, with 80 rockets saturating an area randomly, this looks to be a perfect weapon system. Especially in a rapid strike move with a mix of warheads in the salvo.

Given how quickly the UA tends to get surrounded, this is going to be target practice for ATGM's in no time indeed.

Agreed, but used as an initial impact 'blitzkrieg' weapon, when being surrounded is some time off, it would be pretty devastating. Basically a short range shoot and scoot Grad or TOS.

With its max range at 2KM, it's more dangerous to the crew, than targets...

the Ukrainian defence industry have produced a new upgrade for their BMP-1.

    http://www.janes.com/article/59935/new-bmp-1-upgrade-developed-in-ukraine?utm_campaign=%5bPMP%5d_PC5308_J360%2004.05.16%20_KV_Deployment&utm_medium=email&utm_source=Eloqua

In the upgrade, the baseline turret has been replaced by the locally developed Shkval overhead weapon station (OWS), production quantities of which have been developed for installation on a number of platforms including the locally manufactured BTR-3 8x8 series of armoured personnel carriers (APCs).

The OWS is armed with a stabilised 30 mm ZTM-1 dual-feed cannon, 7.62 mm KT coaxial machine gun (MG), and a 30 mm AG-17 automatic grenade launcher, which is mounted externally on the left side of the turret.

The ZTM-1 has an effective range in the ground-to-ground role of up to 2,000 m and can also be used to engage some types of aerial targets. It has a maximum muzzle velocity of 960 m/s.

Ready-use ammunition typically consists of 225 rounds of 30 mm ammunition and 2,500 rounds of 7.62 m ammunition; additionally it can carry 116 rounds of 30 mm grenade ammunition (of which 29 are ready use).

Mounted on the right side of the turret is a bank of two Kyiv Design Bureau Bar'er laser-guided ATGW, which are semi-automatic command-to line-of-sight (SACLOS). The missile has a maximum range of 5,500 m and a minimum range of 100 m; it is fitted with a tandem high-explosive anti-tank (HEAT) warhead that is designed to neutralise targets fitted with explosive reactive armour (ERA).

SOFEX 2016: Duplet Combat Module targets multiple applications
Christopher F Foss, Amman, Jordan - IHS Jane's International Defence Review
    11 May 2016 Here: http://www.janes.com/article/60217/sofex-2016-duplet-combat-module-targets-multiple-applications

Ukrainian industry has developed and tested a new 'combat module' that can be installed on a variety of applications.

The Duplet Combat Module (CM) was shown at SOFEX 2016 in Amman, Jordan. It has been designed to be installed on newbuild tracked and wheeled armoured fighting vehicles (AFVs), or fitted as an upgrade, with an aim of enhancing firepower.

According to UkrOboronProm (Ukrainian Defence Industry), other options potentially include naval applications and a static defence role to defend high-value assets.

The two-person Duplet CM has welded steel armour and is armed with two stabilised ZTM-2 dual-feed cannon - the Ukrainian equivalent of the Russian 30 mm 2A42 - which have a cyclic rate of fire of 330-550 rds/min.

The module is also armed with two KT-7.62 mm machine guns (MG) that are positioned between the two 30 mm cannon, a single KBA 117 30 mm automatic grenade launcher (AGL) is mounted above.

Two banks of Kyiv State Bureau Barrier (Bar'er) anti-tank guided weapons (ATGWs) are mounted one bank either side on top and to the rear of the Duplet CM.

The semi-automatic command to line-of-sight (SACLOS) guidance Barrier ATGW is laser guided and has a maximum range of up to 5,000 m.

While the first example has the Barrier ATGW manufactured in Ukraine, these could be replaced by other ATGW, according to the end user requirements.

The computerised fire-control system (FCS) includes thermal imaging, TV, and day channels as well as a laser rangefinder and missile laser guidance channel. The FCS can detect targets at a range of up to 8,000 m during the day and up to 4,000 m at night, but with an enhanced surveillance package this can be increased to 10 km and 8 km, respectively.

In addition to being used to engage ground targets the 30 mm cannon can also be employed against slow flying aircraft and helicopters out to a maximum range of 2,000 m.
