I have the feeling they are purposely shifting the image against the US empire.

Artillery generally speaking has very long lifetime especially if you do not care about some performance loss after certain amount of shells being fired by piece. That brings up the fact you have still in service ZiS 3 divisional guns around the world. They would be more than happy if they had 2A36 Giatsint Bs to replace M46s and more D20s or 2S3 Akatsiyas.
