So is Cuba buying transport or civil IL-400 , some news says they will convert IL-96-400 from Transport to Civil ...doesnt makes sense , Can any body clarify ?

It is not completely clear but from what is there they are either converting a cargo model Il-96 into a passenger aircraft for Cuba, or Cuba has a transport Il-96 and they are converting it into a passenger aircraft... either way Cuba is getting a new long range wide bodied passenger airliner.

And plans should be ambitious... shoot high so even if you fall a little short you still end up on the paper.

Found some data on PD-14 in a Russian Journal , thought it would be useful to share

PD-14: ENGINE Presenter PREPARING FOR THE FIRST LAUNCH

The future of the Russian engine for passenger skih and transport aircraft in the United engine telestroitelnoy corporations associated with the program create a new generation turbofan PD-14 thrust 12 500 - 15,600 kgs - the first in a family of advanced engines, Leu in class traction 9-18 ton, developed in a wide cooperation of the enterprises with the leading role JDC-perm Skog “Aviadvigatel.”

PD-14 is performed by the two-shaft with a separate scheme outflow and direct (gearless) drive fan. All engines have a single family of gas-generator with eight high compressor pressure, circular low emission combustion chamber and two-stage high-pressure turbine. Basic ver-And this PD-14 will be equipped with a single-stage fan torus diameter of 1900 mm (preserved size of the fan PS-90), a three-stage low-pressure compressor and six-speed low-pressure turbine.
The basic version of the PD-14 takeoff thrust of 14,000 kg pre-assigned for use on the aircraft MS-21-300. Shortening-chennuyu modification liner MS-21-200 is proposed complete engines PD-14A 12 500 kgf thrust, and for long version of the MS-21-400 is a modification tion of PD-14M rising to 15,600 kgf thrust. According to the calculations, in terms of specific fuel consumption in cruise flight PD-14 is in the level of their foreign competitors (PW1400G, LEAP-X), while having a slightly lower ratio.

In co-operation in the development and manufacture of motor ODC is activated most businesses, as well as number of other companies, “Aircraft Engine” (head devel-handlers, the development of the gas generator, the fan, LPC, TND, nacelle, reverse, drive box, CLP) PMZ (head manufacturer, producing gas zogeneratora, the nacelle and the reverse, the final assembly), “Saturn” (participation in the development of fan torus and CPV) UMPO (production fan, LPC and LPT), NPP “Motor” (participation in the development of LPT), “Salute” (Participation in the design and manufacture of separation body and frame drives), “Metallist-Samara” (teaching, tion in the design and manufacture of the nacelle and CRCs metallic materials), “Mashinostroitel” (teaching, tion in the design and manufacture of the nacelle and CRCs composite materials), old (development and pro-duction control system FADEC system and fuel power), etc.

”Third Gate”, suggesting a final deter-division engine configuration and protection conceptual pro-project had been successfully completed in July 2011 For the year with a small PWM overcoming program between the second and third lines in addition to the development of conceptual design was manufactured tovlen and successfully passed the first stage of the test-gasifying operator-demonstrator, completed the first phase of testing HPC, constructed and installed in the gas generator blades theater of new materials with high efficiency cooling manufactured nodes demonstrators heavily de-hoists of composite materials.

Bench tests of the demonstration gas generator torus PD-14 began in the fall of 2010 Perm His first start on the bench held November 26, 2010 By the fall 2011 gas generator demonstrator was prepared to the second phase of testing.
In parallel with the 2009 “Aircraft Engine” is working to manufacturing and assembly of the engine demonstrator. He is the long-wives to be ready for testing by the middle of this year and in 2013 will reach the stage of flight tests on the flying laboratory. Certification of the basic version of PD-14-mechena for 2014, which should lead to the entry of in 2015-2016. - Just the time the MC-21.

I seem to have got some answer on the IL-96-400 deal with Cuba.

It was mentioned that IL-96-400 transport aircraft will be converted to passenger variant with 350 seat

    http://www.aviaport.ru/digest/2013/02/22/249792.html

Russia is modernizing fleet Cuba and give her including Tu-204SM, have yet to complete testing and certification. Previously, Cuba had already purchased three An-158, another three signed an option: these ships will be commissioned in March, June and August. Agreement on financial leasing, will deliver three Il-96-400 in the build up to 350 seats. They will be remade from the cargo version, explained Manturov. Under the delivery of planes "Ilyushin Finance" under the state guarantees of the Russian government will take the credit in Russian banks, which the Cuban side will repay over 10 years. The air fleet of the airline Cubana de Aviacion has also added two Tu-204SM. In addition, Havana buy parts for the maintenance of existing aircraft in service.

The total value of the contracts for the supply of Russian planes to Cuba - about $ 650 million

Now Cubana de Aviacion fleet consists of 12 passenger aircraft, including two Il-96-300 and two Tu-204-100E. IL-96-300 were purchased in 2004 for $ 110 million and 85% was financed by a loan Roseximbank.

It seems they are offering the latest variant of IL-96-400 passenger variant that UAC has advertised on their website

    http://www.uacrussia.ru/ru/models/civil/il_96/performance/

Which has higher take off weight and uses PS-90A1 engine compared to previous PS-90A that older IL-96-300.

State can't really force aircraft Aeroflot doesn't want on it.

But from what i understand Aeroflot is still Government majority stake holder with 51 % stake.

Aeroflot does operate a fleet of 6 IL-96-300 , why cant they operate a dozen more of the same ?

If cuba can buy it any reason why Aeroflot isnt ?

Cuba probably doesn't have the financial resources + choice.

Aeroflot would rather just get 777s or A350s.

Thats fine but what is the reason not to operate IL-96 , is it not financially profitable to fly it ? Do you have any information on such data like how many hours it flies , fuel economy and profits in operating it ?

I am sure if it was not profitable they would fly the IL-96 at all.

I think its profitable, but the 4 engine layout is just outdated.

Large engine twins have superseded 4 engine birds...same reason A340 is being phased out.
Plus, spares are prolly cheaper and easier to come by for the mass produced Boeings and Airbuses.

I agree on the 2 engine principal.

Its high time Russia works on 35 T engine for their new wide body aircraft , even PD-18R is on the lower side and four engine wont sell.

I saw the Presidential Fleet number,it seems they have 7 IL-96-300 and 1 on order , total 8 which is a huge number

Aircraft Industry Should Use Local Suppliers – Medvedev

“Cooperation is very important, but at the same time we need to reduce dependence on imported materials and components. And of course, we should seek to achieve 100 percent local output,” the premier said at a government meeting at Lytkarino, which is home to an R&D Center for Russia’s Central Aviation Engine-Building Institute.

“The sector has started to emerge from a systemic crisis. Work is coming to completion to establish a corporation that will consolidate major factories for the production of aircraft engines,” he added.

He urged the domestic aircraft industry to diversify its output, increase the share of engine production for civil aviation and organize production of non-core business making gas turbine engines for the power sector and ship-building.

Medvedev said the government would spend about 70 billion rubles ($2.3 billion) in support for the aircraft industry until 2025, in addition to funding for modernizing the domestic defense industry.

That sum will be used to upgrade existing industry, introduce innovative technologies and develop the sector’s scientific and technical potential, Medvedev said.

Last year alone the United Engine-Making Corporation produced over 1,000 new aircraft engines and repaired 862, Medvedev said.

He cited the domestically produced VK-2500 gas turbine engine as a local production success-story. The VK-2500 is used in Russia's highly successful Mi-8, Mi-17 and Mi-171 family of helicopters.

I suppose the aircraft will be used by MOD , FSB/SVR , EMERCON etc

8 IL-96 ( likely some of these would be replacement for IL-86 Command Aircraft )
    12 Tu-214
    19 204 ( likely all are Tu-204SM )
    35 SSJ
    30 An-148

The most interesting is 35 SSJ what will MOD use this aircraft for ?
