The first warning of an attack could be the missile launch itself so you really do need a plane in the air all the time for real protection.
This is not only expensive, but a sneaky enemy could simply watch your air patrol patterns and the weather and time the attack for the precise second that you are least ready... ie when it gets cloudy or stormy, or during the period when one plane leaves duty and the next is on its way to replace it.
However, it is possible that the uniform heating around the spinning
circumference of the missile could introduce a lethal mechanism that
could also destroy the booster.
A combination of high energy short burn rockets to minimise the vulnerable boost phase, a spinning rocket, ablative material with reflective elements within it could be used in addition to actual targeting of the laser platform with you own lasers should be enough to minimise the effectiveness of a defence.
The first missile launch might come from a civilian launch facility so the laser system needs to have humans in the loop to prevent your defence system shooting down a commercial satellite launch... blocking that part of the system might be the cheapest and easiest way to counter it.

Russia in 2018 will adopt a new heavy intercontinental ballistic missile high survivability
MOSCOW, April 12. (АРМС-ТАСС). (ARMS-TASS). Russia in 2018 will adopt a new liquid heavy intercontinental ballistic missile (ICBM) silo-based megaton-class, which unlike its predecessor - the RS-20 "Leader" - will have increased survivability due to heavy fortification protecting the launcher and other measures of passive and active defense. This was announced today, Team Advisor Strategic Missile Forces (RVSN), a former Chief of Staff of the Strategic Missile Forces, Colonel-General Viktor Esin.
"The adoption of these complex measures will boost the vitality of our new heavy missile silo-based and will force a potential adversary to spend significantly more of their nuclear warheads and means of precision weapons for their removal of their system. But even that would not serve him to guarantee the destruction of the entire group of new Russian heavy missiles , of which at least will be able to survive and strike back ", - said General Esin.
Another source, who held a senior position in the Strategic Rocket Forces, has led more specific information about a qualitatively new fortification protecting new heavy missiles and other means of defense of its silo launcher (MSE).

I would expect the "new" missile will simply be an improved SS-18 with new technology developed since the 1980s and of course all the Ukrainian components replaced with Russian ones.
Much like UVZ working on its T-95 the company that will make this new missile will likely have been working on improvements and upgrades, but also on new technologies so this program will likely go forward reasonably quickly.
The RS-24 for example is already in service, so I would expect this new missile will be developed fairly quickly... the gap between revealing its existence and putting the RS-24 in service was less than the time from now till 2018.

Well it could hardly be made by the original maker of SS-18s as that design bureau is currently located in the Ukraine.
There is plenty of liquid rocket technology design bureaus in Russia... the upgraded Sineva does not have made in Ukraine on it.
RS-24 is a MIRV'd derivative of Topol-M and it was easy for the design bureau MITT to put into service quickly.
I know that too, that is why I mentioned it shouldn't take too long because this new missile will not be completely ground breakingly new. Not that much has changed in liquid propellent ballistic missile technology. The electronics will be a lot more compact of course and more accurate and precise electronic controls should also improve performance too but its performance requirements are not that much different from the SS-18.
It will of course be much newer, but the most important thing is that it will be made in Russia of all Russian components.

Russia prepares for swift nuclear retribution
A new control system being installed by the Russian military will allow the fast automatic retargeting of strategic missiles in silos directly from command center. The triple-backup communication lines can survive even a full-scale nuclear attack.
The system, which recently received government approval, is now being installed by the Russian Strategic Missile Forces, Colonel Vadim Koval, the Army spokesman said on Wednesday. He did not elaborate on when the process is scheduled to be complete.
It is the fourth generation of the system. In addition to traditional functions like communicating orders, reports and controlling the status of missiles, the new version allows automated change of flight plans.
The retargeting does not require on-site human assistance and can be done despite enemy interference up to and including a nuclear attack, the military official said. All communication lines have several back-up options including satellite, radio and wired lines.
The system also has a precise automatic self-diagnosis function, which allows fast and reliable maintenance.
The upgrade is being done to keep up with the new weapon systems developed for the Strategic Missile Forces as well as to improve the overall combat readiness of Russia’s nuclear arsenal.
The Russian military is undergoing a major overhaul, with more than $700 billion of budget money set to be spent over a decade for procurement of new weapons. Development plans for the Strategic Missile Forces include the deployment of RS-24 Yars mobile missiles and construction of a new silo-based missile to replace the R-36M Voevoda currently on duty.

SAP2020 is a very ambitious program to turn a for neglected for 20 years into a force comparable to the best the US has to offer will be very difficult.
It is the right aim mark in my opinion however.
The European ABM missile system in its first and second phases may not work, but the goals... the third and fourth stage is a real threat to Russia and would involve up to 40 USN vessels in all sorts of places.
The threat from Iran doesn't justify the expense, so the only real reason left is as a bargaining chip against Russia.
Ask yourself... they have admitted the system is no for use against Russia... so what possible reason would they have for not wanting to put that to paper?
Is it for the same reason they never put other promises they have broken like no expansion of NATO beyond East Germany, No former Warsaw pact nations in NATO, no former Soviet Republics in NATO, no foreign forces based in the new NATO countries in Eastern Europe...

Older stuff lasting longer puts less pressure on getting new stuff into production to replace it.
It also means that if Russia is not satisfied with US promises over Euro ABM then they will be able to stop the decline in warhead numbers and increase them without too much of an economic burden.
