So can't these SA4 missiles be integrated into a new sensor system since the old sensor system is no longer effective?

Highly unlike as it wasn't exported in any great numbers and way obsolete by now. Very few countries - if any - still use them. Only good as target drones.
SA-2's and 3's are much more widely used.

The missiles are enormous and I suspect existing stocks are all they will ever have, so I would have thought the best use for them would be to engage the medium sized enemy UAVs flying above the reach of the smaller systems.
It would be like using a rolls royce to plough a field, but if that rolls royce is out of date and you will never get another one you might as well use it for something it would be good at and use it up to make space for newer systems and equipment.
An SA-4 tied in to an IADS would be a useful way of reaching out and touching targets flying above ground fire and out of reach of MANPADS and shorter ranged ground based systems.
It had a home on jam feature that would also be useful for shooting down jamming sources too...

Always thought an EMP missile variant for the Sa-4 would have been useful against swarm of drones.
I don't doubt that they are active in Armenia most likely enemy never got close enough to be a target, most AD operate as an area denial system, and if u cross the line Ur fair game as a target.
