    It probably means the population isn't in decline anymore, it's rebounding, so in short it's the product of a baby boom. Ideally speaking Russia needs a population of at least 600-800 million, with a population that large the productive capital would be tremendous!

    There's been a deficit of kindergardens since like.. forever. During the Soviet days there weren't enough either.

    With the fertility boom in Russia right now, this question has taken on a more urgent character, and since the government has made reversing bad demographics a corner-stone policy, I'm sure that the current boom in kindergarden construction is a result of funds earlier allocated for the purpose.

    People's Friendship University marks 55th anniversary

    The government has approved the program "Patriotic Education of Citizens"

    The program includes improvement of the forms of work on patriotic education, the development of volunteerism, as well as research, methodical and information areas.

    MOSCOW, January 2 - RIA Novosti. The Russian government has approved the state program "Patriotic Education of Citizens of the Russian Federation", the coordinator of the program is assigned Rosmolodezh, according to the website of the Cabinet of the Russian Federation.

    "The state program aims to create conditions for increasing the level of consolidation of the society in addressing the challenges of sustainable development of Russia and national security. The state program is aimed at all social strata and age groups of Russian citizens, while maintaining the priority of patriotic education of children and young people", - stated in the certificate published by the Cabinet .

    The program consists of five sections: the improvement of forms of work on patriotic education, the development of volunteerism, and research, methodical and information areas.

    The program will involve the public-public, youth, children's associations, non-profit organizations, to increase the share of voluntary organizations, and the number of students who take part in patriotic activities.

    This state program establishes 11 indicators including evaluation of federal and regional executive authorities.

    "The executive authorities of the Federation recommended the adoption of regional programs in the patriotic education of citizens to take into account the provisions of the state program", - stated in the certificate.

    The total funding of the program in the years 2016-2020 amounted to 1.66 billion rubles, of which for 2016 allocated over 305 million rubles.

    LDPR opposed unified national exams and the extensive use of multiple choices in exam.

    MPs representing LDPR, a Russian nationalist opposition party, have drafted a bill that would scrap the unified state exam, based on multiple choice tests, and reintroduce separate graduation tests in schools and entry exams at institutes and universities.

    “When the Unified State Examination (USE) was introduced, it was supposed to eliminate corruption and ensure that graduates’ knowledge is tested effectively and without bias. But today we see that the reform that started in 2002 by introducing the USE brings no results manifested in quality of graduates’ knowledge, broader access to higher education and reducing corruption,” the bill’s sponsors wrote in their explanatory note.

    They emphasized that the current form of the unified exams is based on multiple choice tests and this “does not reflect the students’ real knowledge” and “only teaches the children to tick the boxes.” Another flaw pointed out by the lawmakers was that the rules of the unified exams were constantly changing and this turned the reform into “an inadmissible experiment with children and schools used as subjects.”

    The MPs said that canceling the unified exams would help to save funds allocated for the purpose in the federal budget. LDPR lawmakers also claimed in their note that currently Russian colleges and universities could offer more places than the overall number of students. “Russian higher educational establishments can accept all who want to study there and there is no need for any unified exams,” they wrote.

    Earlier this month, LDPR lawmaker Roman Khudyakov blasted the unified exams as an ineffective and even harmful step that led to the waste of millions of dollars in state funds. He claimed that the experimental tests held in 2003 demonstrated that the unified exam based on multiple-choice tests was completely unviable. “Our children have become dumb because of this system and sometimes commit suicide,” Khudyakov told RIA Novosti.

    In the more than 10 years of its existence, the Unified State Examination has become a standard target of criticism from Russian parliamentary opposition and traditional academics. The head of the Russian Communist Party, Gennadiy Zyuganov, said in December 2015 that the system was “preparing mediocre gray personalities with fragmented thinking, incapable to grasp global problems and form minds capable of answering the challenges of the modern era.”

    In November, the rector of Moscow State University, Viktor Sadovnichiy, said in a speech to the Russian Upper House of Parliament that the unified exam opened higher education to poorly prepared schoolchildren without any motivation. Leading institutes and universities have had to turn to various contests in the search for talented students, he added.

    Vladimir Burmatov, a representative of the parliamentary majority party United Russia and deputy head of the Lower House Education Committee, said in January that despite all problems the hasty cancellation of the unified exam could bring more harm than good. “The USE is simply a tool. Shall we ban all hammers because some people smash their fingers with them? The problem lies in the civil servants who carry out this program,” Burmatov told reporters. “Why should we change the mechanism, put the whole country head over heels and disrupt everybody? The early USE tests are just a few months away,” he added.

    Burmatov has dismissed LDPR’s bill to scrap the USE as a PR stunt.

    Russian universities rise in worldwide subject rankings

    Eight Russian universities took 20 places in the top 100 this year. In 2015, four Russian universities won eight places in the largest-ever world subject ranking covering 42 disciplines

    MOSCOW, March 22. /TASS/. Russian universities have strengthened their positions in the 2016 edition of the QS World University Rankings by Subject published on Tuesday.

    Eight Russian universities took 20 places in the top 100 this year. In 2015, four Russian universities won eight places in the largest-ever world subject ranking covering 42 disciplines.

    The Lomonosov Moscow State University was featured in the top 100 for 12 subjects and was ranked number 17 in the world for linguistics. The St. Petersburg State University is in the top 100 for two subjects and took the 26th place for engineering - mineral and mining.

    The world’s top universities in most subjects are the Massachusetts Institute of Technology, the University of Oxford, the University of Cambridge and the Harvard University.

    Russian university gets 5 stars in 5 categories of QS Stars international ratings system

    MOSCOW, May 10 /TASS/. The Russian University of Friendship of Peoples (RUDN) was the first among Russian institutions of higher education to get 5 stars in 5 categories of the QS Stars international ratings, the university’s press service said on Tuesday.

    "The Russian University of Friendship of Peoples has received 5 stars under the QS Stars International Rating System in 5 categories: the quality of education, internationalization, infrastructure, innovativeness and social environment," the press service said.

    "The entrance into the world rankings is the result of many measures taken to increase the international competitiveness of the Russian University of Friendship of Peoples, including under the "5-100" program. The QS Stars success is a convincing proof that the Russian University of Friendship of Peoples deserves to be on a par with the world’s leading universities," the University’s Rector Vladimir Filippov, the rector of the Russian University of Friendship of Peoples, said.

    QS Stars is one of the most prominent world university ratings systems (compiled by the British company Quacquarelli Symonds), which evaluates many aspects of university activities in eight categories. Ratings from 0 to 5+ is awarded to institutions of high learning dependent on the number of points accumulated in the course of comprehensive audit on more than 50 indicators reflecting the state of an educational institution.

    The ratings’ main purpose is to give an opportunity to students, parents and experts to gain the maximum diverse idea of various universities. The comprehensive analysis of institutions of high learning is carried out on the basis of independent sources; the results of opinion polls conducted among academics and professionals (including employers); a university’s perception by students and graduates.

    Ban children of Russian officials from studying abroad, says business activist

    The head of a Russian business association has proposed a ban on higher education abroad for the children of Russia’s civil servants, claiming the move would help domestic schools and also increase the number of “real patriots” in the country.
    “I hold that a ban on studying in foreign institutes and universities for children of Russian civil servants would help many people to give a new estimate to the quality of modern education in Russia,” Rakhman Yansukov, the president of the Association for Development of Business Patriotism, wrote in an address quoted by TASS.

    “I also think that the knowledge received by the officials’ children in Russian educational establishments would become a guarantee that they develop into real patriots of their country,” Yansukov added.

    The agency reported that Yansukov had sent the letter to major media outlets and also to State Duma Chairman Sergey Naryshkin and the heads of four caucuses in the Russian lower house.

    Yansukov did however allow for a number of exceptions from the ban, such as for practical training abroad for no longer than six months or lifting the ban in cases when the desired education can be only received in a foreign institution.

    In 2013, Russia introduced the law “On Civil Servants’ Foreign Assets” that banned members of parliament, senior officials, and top managers of state corporations and the Central Bank from holding accounts in foreign banks and owning securities of foreign companies. The restriction also extends to spouses and underage children.

    The initial draft of the asset ban included real estate, but MPs removed it at the debating stage, saying that many Russian officials have possessed country homes, apartments, and land in neighboring countries since Soviet times, and that making them sever these ties would be unjust.

    Several attempts were subsequently made to expand the ‘patriotic’ motion.
    In 2014, MP Evgeny Fyodorov, representing parliamentary majority party United Russia, suggested fast-tracking a bill on banning leading Russian politicians from owning foreign real estate. He claimed such a move would make the country less vulnerable to outside pressure and threats of sanctions.

    The THE global ranking, published on September 22, listed 24 Russian universities. The Lomonosov Moscow State University was number one Russian institution of higher learning. It placed 188th. THE university rankings by subject were published on Thursday. There are eight groups of subjects: Business and Economics, Computer Science, Clinical, Pre-Clinical and Health, Physical Sciences, Engineering and Technology, Life Sciences, Social Sciences and Arts and Humanities.

    Russia’s Higher School of Economics is the sole Russian institution of higher learning to have been included in the THE 2016 Business and Economics list. It holds the 83rd place. Another participant in the 5-100 Project - the Moscow Institute of Physics and Technology, is Russia’s sole representative in Physical Sciences (No. 78). Two Russian universities are in the Computer Science category: St. Petersburg’s ITMO University (5-100 Project participant) is No. 56 and the Moscow State University, No. 43. The Moscow State University is also No. 66 in Arts and Humanities.

    All these lists by NATO MSM are complete and utter rubbish. They weigh university performance by subjective metrics like quality of life on campus.
    As if all students live on campus and of course by definition such metrics make Russian universities seem like some nightmare because there are not
    enough commercial venues to satisfy consumer cravings. Total BULLSHIT. The only thing that matters is the lecture hall. The reason for the whole
    activity in the first place.

    BTW, another dirty trick used by NATO MSM propagandists is to count papers published in western only journals. So if Russian researchers
    in Russian universities don't publish NATO based journals then they are basically being counted as not publishing at all. Total BULLSHIT, yet again.
    I will take a second rate Russian university over most 1st class universities in Canada and the USA any day based on my own personal experience
    as a researcher.

    BTW, the Chinese know how to play this game. I see lots of papers where the research is done by Chinese authors but they add
    a token NATO collaborator and publish in a NATO based journal. I have not seen much of this from Russian researchers. Of course,
    there are many Russian researchers working in NATO universities as is the case for Chinese as well. In fact, one has to conclude
    that NATO science is basically maintained by imported researchers. Not to say that there is no science talent in NATO, but there
    are just too many imports for them not to have a major impact on the productivity.

    This is a very good sign. After 1991 the education system in Russia started to slip but if the primary schools are not
    being dumbed down then the higher levels are unlikely to deteriorate to American levels.

    24 Russian universities included in BRICS & Emerging Economies University Rankings 2017

    Moscow State University holds the 3rd place, just like last year

    LONDON, December 1. /TASS/. Twenty-four Russian universities have been included in the BRICS & Emerging Economies University Rankings 2017, Times Higher Education said in the research published on Thursday.

    Authors of the research and rating said Russia’s performance is mixed. "While 10 of its 24 universities have dropped places, Lomonosov Moscow State University holds on to third place amid increasing competition from China, and the Moscow Institute of Physics and Technology climbs 81 places to 12th, thanks to an improved performance across teaching, research, knowledge transfer and international outlook," they wrote.

    Among the best 300 universities in BRICS and emerging economies, Moscow State University holds the 3rd place, just like last year. Moscow Institute of Physics and Technology has leaped from the 93rd to the 12th place. National Research Nuclear University MePhI also moved up by seven positions to the 19th place.

    Among the top-50 best universities are also the ITMO University in St. Petersburg (27th place), Saint Petersburg State University (30th place), Novosibirsk State University (38th place), and the Higher School of Economics (48th place).

    Other Russian universities in the top-200 include Tomsk Polytechnic University (56th place), Tomsk State University (60th place), Kazan Federal University (66th place), Peter the Great St. Petersburg Polytechnic University (107th place), Bauman Moscow State Technical University (147th place), National University of Science and Technology (MISiS) in Moscow (163rd place), Saratov State University (196th place).

    Also on the list are Lobachevsky State University of Nizhni Novgorod, National Research University of Electronic Technology, Peoples’ Friendship University of Russia, Southern Federal University, Ural Federal University, Novosibirsk State Technical University.

    The top-10 universities on the list are as follows: Peking University in China, Tsinghua University (China), Lomonosov State University (Russia), University of Cape Town (South Africa), University of Science and Technology of China, Fudan University (China), Shanghai Jiao Tong University (China), University of the Witwatersrand (South Africa), Zhejiang University (China), National Taiwan University.

    Russia’s Higher School of Economics breaks top 100 in 2017 Young Universities Rankings

    It is the first time in the six years of this ranking that a Russian institution has reached the top 100, the London-based Times Higher Education magazine noted

    MOSCOW, April 5. /TASS/. Russia’s Higher School of Economics (HSE) has reached the world’s top 100 young universities due to high demands placed on both the teaching staff and students since the day it was founded, HSE Academic Supervisor Yevgeny Yasin told TASS on Wednesday.

    Earlier, the London-based weekly magazine Times Higher Education (THE) released its 2017 Young University Rankings for the universities that are 50 years old or younger across 48 countries and founded in 1992. The Higher School of Economics is ranked 96th.

    "It is the first time in the six years of this ranking that a Russian institution has reached the top 100, with Higher School of Economics ranked in 96th place," the THE said.

    "Since the HSE was founded, it has been placing high demands on both teaching staff and students," Yasin said. "The best teachers, who largely come from Moscow State University to the HSE, laid the foundation and introduced high teaching standards in early 1990s. In 2000s, the HSE was one of the first Russian universities that embarked on an initiative of employing world-class teaching staff in the global labor market."

    Nowadays, the HSE leading scientists are heading pure research at 32 world laboratories and applied research on eight technological platforms, he added.

    "The world’s academic community has become aware of us. Persistent work to create the most comfortable environment for researchers has boosted the number of publications in international peer-reviewed journals and, what is more important, has ensured their high quality," he said.

    In September 2016, the HSE was listed in the THE World University Rankings, placed between the 41st and 500th rankings. The 2017 THE Young University Rankings mirror the general rankings, so in the current year the HSE was picked up and immediately performed well.

    "This year the university celebrates 25 years, so we hope we will have time to demonstrate in the coming years significant strengthening in our rankings of the world’s top 100 young universities," the HSE academic supervisor said. "We will be viewed as ‘young’ in, at least, the following 25 years."

    The 2017 THE Young Universities Ranking, which includes 200 institutions for the first time (up from 150 last year), is topped by Switzerland’s ·cole Polytechnique F·d·rale de Lausanne, for the third year in a row.

    "Hong Kong University of Science and Technology and Nanyang Technological University swap places from last year to claim second and third place respectively, while Pohang University of Science and Technology comes fourth, Korea Advanced Institute of Science and Technology is placed fifth, and Maastricht University sixth," the THE said.

    I would like to know is there an extreme emphasis on kids going to college in Russia like there is here in the United States? Does Russian society look down on vocational technical education like they do here in the United States? There are schools here in America that are promoting the idea of going to college in elementary school starting in kindergarten. Many pepple who graduate from college can't find jobs in there field and also are in a lot of debt that will hold them back for many years. Are Russian students in debt with student loans when they graduate from college?

    I don't know much about the topic, but as far as I know there are many public universities in Russia which are free. So it is possible for a middle-class or even poor Russian to get college degree and have no debt.

    What you describe is really more a Chinese cultural thing. There is a lot of pressure to have academic achievement. In Russia, this culture
    does not exist (to the same extent) so vocational training is not stigmatized. In fact, Soviet industrial progress was achieved by producing
    graduates in applied trades. So there are a lot of technical institutes in Russia and not just colleges and universities. A technical institute
    in Russia is like a more applied version of MIT since MIT has diversified to be more like a university.

    I guess the issue is "basket weaving" courses. The USA has a lot of this sort of fluff. The Soviet/Russian tradition and the pre-1917 Russian
    Empire tradition was more serious academic learning (German style) and trade-craft (e.g. machine milling, etc).

    I want to know is there a concern about failing public education in Russia and in other parts of Europe? Here in America, many people believe that the market would improve public education by having vouchers. Moreover, many Americans dislike public schools since they think it is a socialist/ communist idea. Is there faith in public schools in Russia and other parts of Europe?
