Only because it was botched up.
The simple case is that privatization wasn't coordinated and assets were stripped and sold for as low as a dollar. That is how Yukos under Khordkovsky was stopped and he was jailed since he tried to sell it for $1 to the Brits and Yukos had the control of major Russian oil wells.
When individuals like Bill Browder and Khordokovsky were making their money by stripping Russian assets and selling them abroad, all the while hiding money to prevent paying taxes, they were caught. And these examples are what helped turn people's viewpoint that privatization is bad. It isn't bad if done right. But it proved bad foe Russia.
In the end, Russia is only nationalization of high profile industries while small companies operate as private.
To this day I still see Russians everywhere bitching about private enterprise. And then same also bitch about government control. Kind of a strange phenomenon. But the Russians now keep a middle ground.

Turning from a central planning model to free market capitalist overnight was a big mistake.
They should have started by allowing people to create small and medium businesses freely at the same time major companies were turned into SOEs.
They talk a lot about how other Eastern European countries had an easier transition. But most of those had mixed model economy.

I agree with KVS, the whole thing went to plan... there were never plans to fix Russia or to help Russia, the plan was to cut it up into pieces and consume it by converting the population into what is happening in the west... the people/workers and the rich managers and owners...
They treated Russia the way they treated any of their colonies... asset stripped, fired the workers, stole their pensions, and then sold the skeleton of the company to friends in the west for a fraction of what it was worth even then.
There is no morality amongst accountants and economists... to actually help Russia there would need to be respect which they have never had during the entire existence of Russia...
Which is why Putin gets all the blame... the man that turned everything around and put them on their feet.
A bit ironic that 100 years ago in the 1918-1920 period this area was also at war with the west supporting theft of land from Russia... the Ukraine didn't exist on any maps back then...
The odds are stacked differently this time though.
