- A new Bomber Regiment with Su-34 in the Leningrad region (probably Siversky, former base of the 67th Bomber Regiment)
- A new Fighter Regiment with at least one squadron of Su-35s, perhaps accompanied by Su-27SM which are in reserve at Besovets and Khotilovo
(perhaps in Gromovo region of Leningrad, former base of the 180th Fighter Regiment)
-A new Naval Assault Regiment for the Northern Fleet with Su-30SM2 (probably based at Severomorsk-3, while shipborne aircraft move to Severomorsk-1)
- Also, a new Helicopter unit will probably be needed to complete the Moscow and Leningrad Military Districts since in the current Western Military District there are only 3 Helicopter units to split between the two new Military Districts. For this, the production of the Ka-52M and Mi-28NM will probably go at a good pace.
- And of course a new Mixed Transport Regiment is needed for the Moscow Military District, probably based at the remodeled Voronezh airport, which will receive half of the aircraft of the actual 33rd OTSAP from Levashovo.
So it is likely that by the end of the year or during the next year we will see all these new units emerge, at least 5 new tactical regiments in the VKS
