It should be possible to then track all payments by these sources, which can be blocked and seized and put into government funds to help the poor.
The people who receive the money can be investigated to see what they got paid for and what they were supposed to do.
Track down the sources and arrest them or seize their assets and cut their ties with the country.
I suspect many might be business owners in Venezuela... more the better... take their shares and nationalise them.
Freeze their bank accounts and use the funds to help the victims of their actions... any injured or killed police or army can receive some of these funds too.

These are rich people using their money to overthrow a democracy... you don't hurt their cause by shooting them dead, you hurt their cause by seizing their money and making them poor. The people involved will be rich business owners getting offers of lots of money and lots of business from the US if they help them, and also men on the street offered cash to protest and act like dicks. A quick check of funding for both groups will give you a list of the people funding all of this so you then go through all their financial transactions in the country going back years and you will then have the network you are working against. Declare these foreign money sources as enemy agents trying to destroy Venezuela.... going with the truth is always best... and then track down everyone who got money from these people and investigate them for any crimes they might have committed to earn such payments. The rich business owning Venezuelans who are working with these foreign agents will lose their companies... which can be nationalised, and any funds they distribute seized and put into doing good for the country... build hospitals and schools and housing for the poor.
Any with dual citizenship then revoke their Venezuelan citizenship and send them to their home country.
These are things they do in the west so it should be OK.

"Undoubtedly, Andrés Manuel's role is very relevant, not only because he has led a new progressive wave in Latin America, but also because he has been very prudent regarding foreign policy decisions," the academic said.
The OAS has lost a lot of credibility
The dialogue between the leaders took place a day after the Organization of American States (OAS) failed to achieve the necessary consensus to approve a resolution to demand that the Venezuelan authorities "immediately" publish the minutes of Sunday's elections.
This is due to the absence of Mexico, Colombia and several Caribbean countries, as well as the abstention of Brazil and Bolivia, among others.
In this regard, Velasco Molina pointed out the possibility that, during Thursday's call, the Latin American leaders considered what to do in case the tension situation in the Caribbean country increases.

"The OAS has lost a lot of credibility in our region, especially in Almagro's secretariat, all the actions that Almagro has supported have been to benefit the coup plotters in our countries, the clearest has been that of Bolivia [in 2019], but let's not forget also that of Peru [in 2022]," she added.
In the same vein, Javier Gámez Chávez, a Doctor of History and academic at Rosario Castellanos University, mentioned that, since its foundation, the Organization of American States has been strongly influenced by Washington.
In that sense, the UNAM academic also pointed out that Mexico, Brazil and Colombia are seeking to stop the US intervention through the OAS, as well as prevent the conflict from escalating into a social crisis.
"What the Mexican government is trying to do is apply one of its important points, which is non-intervention, within its international policy. That is the origin, there should be no intervention and much less in the issues that are only exclusive to the Venezuelan people," Gámez Chávez analyzed in an interview with Sputnik.
What did Mexico, Colombia and Brazil say?
After talking for more than an hour, the three Latin American nations asked the electoral authorities of Venezuela to disseminate the results of the elections of July 28.
"We are following the vote counting process very closely and we call on the Venezuelan electoral authorities to move quickly and publicly disclose the data broken down by polling station," the joint statement read.
In turn, they assured that "disputes over the electoral process should be resolved through institutional channels" and called for "maximum caution and restraint" in demonstrations and public events to avoid escalating violence.
A few hours after the publication of the joint statement, the US Secretary of State, Antony Blinken, ignored the victory of Nicolás Mauro and asserted that the electoral process and the voting day were plagued by alleged "irregularities" and "defects".
"It is clear to the United States and, more importantly, to the Venezuelan people, that Edmundo González Urrutia obtained the highest number of votes in Venezuela's presidential elections on July 28," the statement from the senior U.S. official read.
In this regard, Gómez Chávez pointed out that the recognition of Washington and its allies to the opposition candidate who lost the election only pays for "that asymmetric struggle to continue within Venezuelan territory."
"Their goal, possibly, is that they can reach a very high crisis, where the idea is that Maduro resigns," the historian considered.
"The recognition [of Edmundo González] is going around, but from my point of view they are not going to be very successful. If they could not win an election, they are less going to win an indirect intervention in Venezuelan territory," concluded Chávez Gómez.

Going after the sponsors takes way too long and does not stop the militants. As we saw in 2014, once the militants settle in because the
government is too worried about optics, then it is a rapid progression to regime change.
