In my view , the external defence policy of Iran , as well as internal domestic ( political / economic /security ) policy is wrong . Both are heavily influenced by the right wing / Liberal elements , who established firmly their power , soon after the revolution . The net effect for Iran is quite damaging . I won't go into great detail of the harm caused internally , but in terms of defence , Iran badly lacks a Nuclear deterrent , as well as mostly doing too little regionally to protect it's interests . The only time it acted properly and promptly was the targeting of ISIS in Iraq / Syria border with missiles , after the terror attacks in southern Khuzestan province . But when it came to Armenia/ Azeri conflict , it did not station troops to protect the Armenian minority population from attacks or ethnic cleansing . It did not defend Iranian troops and advisers from Israeli attacks in Syria by direct retaliation . It did not retaliate in kind for Soleymani assassination , by taking out troops in Assad base . The same for killing of other scientists and attacks on important Nuclear facility . It did not take responsibility for attacks against oil Tankers , in the Tanker war , as it should have . It allowed for theatrical crossing of Aras River towards Azeri soil , during Mahsa Amini protests , as a political diversion . And now it refuses even to send limited contingent to South Lebanon , as moral support ! However the Army was encouraged to shoot protesters in the eyes with shot guns , and leadership emphasised " punishment of the young , " by them , at a time when the young were being raped and thrown to their deaths from Roofs , while still alive !

watch the clip again: it supports Hamas but isn't going to directly attack Israel- that's what he meant in his statement.
