They are essentially adding ramjet engines to 300mm calibre unguided rockets and adding terminal guidance.
This is not really the same as what the Americans are going because their needs are different.
Grad is probably more use because on a battlefield if the enemy tries an attack to overwhelm your position it would be a Grad barrage that stops it and forces the enemy to retreat back to start positions or further back.
Super long range rockets might be used against an individual enemy vehicle when spotted like a HIMARS or M777... the long range of the rockets allowing them to be fired further back from the front line and their high speed allowing them to get there faster than air support for instance, but really Smerch will continue to be used against battlefield targets and systems like Hermes will more likely be used against point high priority targets deep behind enemy lines.
Cheap Iskander missiles with extended range will be useful but with the INF treaty gone they can now have a wide range if medium and intermediate range weapons in their inventory.
Cruise missile and drone type weapons offer a range of cheaper ways of attacking targets deep behind enemy lines.

RUMint is the Russians are cooking up some sort of UMPK conversion kit for their MLRS systems.

They are going with a different approach. Basically the glide kit is bullet trap where a standard rocket catches.
Significantly cheaper and a lot more scaleable than making winged warheads from scratch.
