Some say thermal sights are too expensive to issue large scale to the troops, but actually they are less fragile than II scopes that can be damaged by bright light sources... like using them during the day... and the newest model Image Intensification scopes of the 3rd and 4th gen are not that much cheaper than 3rd gen thermals anyway.
I suspect for Ratnik 3 also called Sotnik, they might have digital night vision devices as standard... much cheaper than image intensification and thermals but can be used day and night and their performance is actually pretty good.
It means you can have a bit of processing like moving target detection and face recognition and the image quality is much better than most current thermals which makes identification of people difficult.
There are short wave range IR that can see through glass and water, that are much cheaper because they can use glass lenses and don't need Germanium crystals for lenses and optics.

Shoigu named "preparing and holding" these drills among goals for 2022.

Grom (Thunder) is a strategic nuclear forces exercise. The Vostok (East) drills are a key combat training event for all Russian troops.
Due to the peacekeeping operation in Kazakhstan, the preparation of the joint Belarusian-Russian exercises "Allied Resolve-2022" somehow remained in the shadows. And the event is really extraordinary. For the first time in the post-Soviet history of Russia, such a large-scale transfer of forces over gigantic distances is being carried out.
On January 14, 2022, various media reported on a sudden check of the combat readiness of the troops of the Eastern Military District. Parts of the district have begun to transfer to the west to the training grounds of Belarus to participate in the Allied Resolve-2022 exercises.

It is planned to use the airfields of Baranovichi, Luninets, Lida and Machulishchi.

Latvian inspectors to check military installations in Russian regions
Inspectors from Latvia will check the Russian military infrastructure in the Bryansk and Smolensk regions. This was announced on Sunday, January 23, by the head of the National Center for Nuclear Risk Reduction of the Russian Defense Ministry, Sergei Ryzhkov.

Each OSCE state has the right to conduct inspections on the territory of any other, as well as to involve other members of the organization in participation in the inspection.
Military exercises "Vostok 2022" will be held on seven training grounds of the Eastern Military District in Russia from September 1 to 7, and more than 50,000 soldiers, over 5,000 units of weapons and military equipment, including more than 140 aircraft and 60 military ships. During the exercises, various variants of actions of the army and coalition groups of troops will be worked out in the interest of ensuring the military security of Russia and its allies in the area of responsibility of the Eastern Military District. Operational command groups, military contingents and observers from CSTO, SCO and other partner states such as Azerbaijan, Algeria, Armenia, Belarus, India, Kazakhstan, Kyrgyzstan, China, Laos, Mongolia, Nicaragua, Syria and Tajikistan will also participate in the maneuvers.
