It appears that it wasn't signed yet cause there was no full agreement on for the national guards part. Some inconsistencies. Military fully approved, but Rogvyardi wasn't.

Re: SAP 2018-2027 - Arms Procurement
Most old material on the list should go except some towed artillery systems which still can be very useful in low tech conflicts. They can also serve as base defence weapons on UN missions and such.
An planes, no future and no maintence from manufactorer.
SPG-9, very low tech conflicts.
I didnt see any Navy list? Being an old navy man i would recomend scrapping the following:
Sovremenny Destroyers (3)
Kashin Destroyers (1)
Krivak Frigates (2)
Grisha Corvettes (20)
Nanuschka Corvettes (12)
Tarantul Corvettes (26)
Parchim Corvettes (6)
Delta 3 SSBN (3)
Typhoon SSBN (1)
Sierra 1 SSN (1)
Sierra 2 SSN (2)
Victor 3 SSN (3)

There is a comment about the Navy including lists of the ships that can be decommissioned in the timeline of the State Armament Project 2018-2027 (2018-2025 and 2026-2027):
https://www.russiadefence.net/t7032p50-state-armament-program-2018-2027#216049
It is necessary to take into account that in the lists (2018-2025, 2026-2027) are not included all the ships of every project, in some cases only the oldest units likely to decommission.

Re: SAP 2018-2027 - Arms Procurement
MOSCOW, Feb 27 (RIA Novosti) - Andrei Kots
The plan for the development of the Armed Forces of Russia for the next decade has been finally approved. Deputy Prime Minister Dmitry Rogozin in an interview with the newspaper Kommersant reported that the country's president, Vladimir Putin, signed the state arms program (SPL) for 2018-2027 . About 20 trillion rubles will be allocated for equipping the army, aviation and navy. These funds will go for the purchase of new weapons, as well as the modernization of combat equipment. The minimum task is to bring the share of modern "iron" in the troops to 70 percent by 2021. On what "toys" will receive the Armed Forces of Russia in the framework of GPV-2027, - in the RIA Novosti news agency.
Ground troops
Particular attention in the state program is given to general-purpose forces - the Land Forces (SV) and the Airborne Forces. According to the media, about a quarter of all the money put into the GPV will be spent on their rearmament - about 4.25 trillion rubles. It's no secret that there are still quite a few relatively old equipment in the arsenals of military equipment. Obviously, the new state program is designed to correct the bias caused by the previous LGP, in which general-purpose forces received less money than other types and kind of troops.
"I think we can say that it is within the framework of the GPV-2027 that the army will receive a T-14 tank, as well as the entire family of armored vehicles based on the Armata platform," military expert Mikhail Khodarenok told RIA Novosti. "Kurganets-25" and the technology on the wheeled chassis "Boomerang." They are on the run, it remains to bring them to mind. This is quite feasible task for our defense industry for the next nine years. One more important point: the army will begin to change the main rifle I remind you that in January the Ministry of Defense officially accepted ix AK-12 and AK-15, as well as Kovrov A-545 and A-762. In the framework of the SAP-2027, they will go en masse to the troops. "
Of course, most of all the army is waiting for a new main battle tank. The T-14 is the world's first OBT of the third generation. Its main difference from other machines, both domestic and foreign, is the uninhabited tower. The crew is in a special capsule cabin, securely covered with frontal armor. In addition, the T-14 received a new smooth-bore 125mm gun 2A82, complexes of dynamic (Malachite) and active (Afghanistan) defense, modern means of communication, radar, a reliable fire control system and many other technological know-how. First of all, new cars will be delivered to the troops of the Western Military District.
In addition to the T-14, the Land Forces will receive a new modification of the T-90 - T-90M tanks with the 2A82-1M gun (as in "Armata") within the new SPV. About three dozen of these machines will be delivered to the troops in the next two years. In addition, a huge park of old-good T-72 will continue to upgrade to the modern version of the T-72B3. The artillery of the Ground Forces will be strengthened by the promising self-propelled guns "Coalition-SV", which did not fit in the terms of the previous GPV. It is known that 12 vehicles of this type until 2020 will undergo experimental operation in the troops.
In the next nine years, the military will begin to buy one of the main "long-term" Russian defense industries - tank support vehicles (BMPT) of the family "Terminator." The first 16 units of the Defense Ministry will receive in the spring of 2018. The car has a difficult fate: "Terminators" were created in the late 90's, but they were never put into operation. The military frankly doubted whether the Russian army needed a vehicle with the same visibility as the tank, but with weaker weapons. Nevertheless, the experience of the combat use of the BMPT in Syria has placed all the points above i. The Ministry of Defense did not provide details, but the very fact that the "Terminators" will go to the troops, says that these machines have proved themselves well in the war.
Air and space forces
VKS Russia in the next nine years will maintain a good pace of rearmament, which was achieved in early 2010. Emphasis will be placed on the supply of Su-30SM, Su-34, Su-35, Mi-8AMTSH, Mi-28N and Ka-52 helicopters verified by the Syrian war, as well as S-400 surface-to-air missile systems. Earlier, Chairman of the Federation Council Committee on Defense and Security Viktor Bondarev reported that in the coming years the Defense Ministry plans to also purchase 24 new light MiG-35 fighters.
In addition, the leadership of the military department has repeatedly stated that the troops will receive modern aircraft transport aircraft. We are talking about the light IL-112 (mass production start is planned for 2019) and medium IL-214 (the first flight is expected this year). In addition, the production of heavy IL-76 last modifications will continue.
"The long-awaited fighter of the fifth generation of the Su-57 will be adopted," said Mikhail Khodarenok. "The fact that it was now being" rolled around "in Syria confirms: The program is alive and no one is going to delay it too much. Of the promising machines, it is worth waiting for the upgraded missile carriers Tu-160M2. The headliner of the series "Peter Deinekin" last January made its first flight. Work will continue on the draft long-range aviation complex (PAC YES). In addition, within the framework of GPV-2027, new S-500 anti-aircraft missile systems will enter the army. "
Vice Prime Minister Dmitry Rogozin in an interview with the newspaper Kommersant said that the production of the newest S-500 "Prometheus" has already begun at the Nizhny Novgorod Machine-Building Plant. As reported by the military, the system will be able to fight not only with aircraft, helicopters and unmanned aircraft of the probable enemy, but also with ballistic missiles, including intercontinental ones. According to some experts, "Prometheus" will be able to destroy even satellites. In parallel with the deliveries, a fleet version of the ZRS will be developed.
Navy
Russian Navy in the next nine years is unlikely to replenish with new surface ships of the first rank, cruisers, aircraft carriers, large anti-submarine ships. It is known that the rate in GPV-2027 will be made for corvettes and frigates with powerful strike weapons - cruise missiles Caliber. Until 2020, the fleet should receive five corvettes of the project 20380 (the head ship is Steregushchy), two corvettes of the upgraded project 20385 (the main one is Gremyaschy), and at least one ship of project 20386 ("Daring"). Until 2025, four frigates of Project 22350 (Admiral Gorshkov's main ship will be handed over to the fleet this summer) should join the system. The upgraded version of the 22350M, most likely, will not fit into the GPV-2027 in terms.
Modernization will also be carried out by the two largest non-combatant warships in the world - heavy nuclear missile cruisers of Project 1144 Orlan. The flagship of the Northern Fleet Peter the Great will be sent for repairs in the early 2020s and will return to service in 2025-2026. The second - "Admiral Nakhimov" - will be given to the sailors in 2021-2022. It is likely that both ships will receive promising hypersonic "Zircon" missiles capable of hitting all types of surface targets as the main strike weapon. In addition, in the near future the fleet will receive two large landing craft (BDK) project 11711 - "Ivan Gren" and "Peter Morgunov."
"It's definitely not worth waiting for such ambitious projects as the nuclear aircraft carrier of the Storm project and the destroyer of the Leader project in the foreseeable future," Mikhail Khodarenok told RIA Novosti. "No doubt, they would have been useful to us, but the design and construction of such ships will cost absolutely unimaginable sums, which we simply can not afford, at least in this state program of armaments. "
The underwater fleet within the framework of GPV-2027 will be replenished with five strategic missile cruisers of the modernized Borey-A project. They will differ from the basic model by a lower level of physical fields, better secrecy, improved communications, detection and control of weapons. They will improve the habitation conditions of the crew and increase survivability. In addition, by 2026 the first "Borey B" will come on line with even more advanced characteristics. Now they are designing it.
Strategic Missile Forces
The surface component of the Russian "nuclear triad" will continue to be strengthened by the well-proven Topol-M and Yars complexes. In addition, in the coming years, the prospective RS-26 Rubezh and RS-28 Sarmat will begin to enter combat duty. The first missile is the further development of the RS-24 "Yars". The launcher will be placed on a mobile wheeled chassis, and the missile will carry at least three combat blocks with a capacity from 150 to 300 kilotons each. The range will be up to 12 thousand kilometers. "Sarmat", in turn, will replace in the troops heavy missiles R-36M2 "Voevoda" (better known by the NATO nickname "Satan"). According to open sources, it will be able to carry up to 15 combat blocs and beat it at a range of up to 16,000 kilometers. These advanced missiles will receive technical capabilities for the breakthrough of existing and prospective missile defense systems.
At the same time, GPV-2027 does not provide for the construction of Barguzin combat railway missile systems. The development of the project of "nuclear trains" was held in 2012, but in December 2017 "Rossiyskaya Gazeta" referring to sources in the defense industry reported that the project was closed. According to the publication, its implementation decided to be postponed to the future for economic reasons.
The plan for the development of the Armed Forces of Russia for the next decade has been finally approved. So 4 Gorshkovs in total by 2025, not even 6? And no 22350Ms? That's... .... not great.
EDIT: Oh, sorry Eehnie, I forgot that the Lider class is already under construction, and Storm carriers are almost ready as well, so everything is fine. I apologize for being a russophobe...

It's abysmal and pathetic but as long as Yasens and Boreis keep getting built it's perfectly bearable.
They can plug the holes with Derzkii corvettes just fine but they really, REALLY need to do something about frigates....

Isn't the derzkii that one "corvete" that has less armament then a bloody missile boat? And the desighners are defending thier choice to not put any cruise missiles on it by saying that it can carry containers with missiles?
The only thing it has going for it is that it is so hideous that it can impersonate a nato ship.
If so then no rather build more Buyan Ms.

Isn't the derzkii that one "corvete" that has less armament then a bloody missile boat? ...
It can hunt and take out submarines which is core purpose of Russian surface fleet.
And if you haven't figured it out yet, reason why missile boats have so many missiles is literally in their name.

8 Kh-35 missiles look pretty solid to me.
If you want cruise missiles on the cheap that's what missile boats are for. Vladimir79 mentioned months ago that UKSK sized missiles are not cheap and that they weren't installed to keep the price down.

So it doesn't look like pile of scrap metal welded to a bathtub? Improvement already.
Besides, every single post-Cold War Russian ship starting with Steregushii looks like NATO ship so tough titty...

Nothing against Buyan-Ms but when encountering submarine only thing Buyan-M can do is to suck a big juicy metal cock so there is a problem with your strategy there.
And finally, MoD decided to suspend orders of all corvette types other than Derzkii so Derzkii is now Russian Navy go-to platform in that weight class so, there's that...

Re: SAP 2018-2027 - Arms Procurement
Well the Orlan class is still the most powerful surface combat vessel on the planet oh and it has ASW capabilities aswell.
Also personally I think the Buyan doesn not suffer from stealshipitis (exept for its turret somone get a rench and an AK-130).
Anyway Russia has enough ASW ships with poor anti ship capabilities (well not really since nato ships essentially may aswell not have any) what they need is more ant ship and anti air/missile escorts.
You seem to forget that Russias enemies rely on airpower and not submarines and this anti air ships should take priority.
Subs can kill carriers but they cannot provide air deffence

It's also one of largest military things that ever floated so not having something would be epic failure.

They made it as stealthy as possible from baseline model.
Stealth has some purpose, they wouldn't be wasting time and effort on it otherwise.
Also it keeps crews indoors 95% of time instead of having them walking around on open deck in God knows what weather and sea conditions. Safety first.

Surface ships and non-strategic aircraft can't destroy Russian cities but submarines can. That is all they need to know and focus on.

Derzkii has plenty of anti-air missiles, they even opted for smalled 75mm gun so they could squeeze 4 extra Redut anti-air missiles.

Subs can kill other subs or kill enemy cities. That's all that matters.
Carriers are a sideshow. If carriers go after Russian mainland they will hit the wall of AA missiles and fighter jets. They are irrelevant in that scenario.

Corvettes are useless against this type of submarine which are never deployed close to enemy warships.

Yea it certainly does just look at all of thoes S-500 launchers the ship also has an infinite supply of mid range SAMs and an array of CIWS systems that puts the Admiral Kuznetsov to shame.
I aslo heard that it is soon to recieve the new S-9000 faster than light intergalactic range anti all things that fly missile system.

Re: SAP 2018-2027 - Arms Procurement
The Russian Navy is just fine as it is... there is no need for extreme rapid change... the trickle of new ships is fine... in a world war they would not matter anyway, and in peace time they already do what is needed.
In 20 odd years time however they need to be able to go places to support Russian trade around the world and they are working on that too.
They wont expand enormously in numbers so what they do have needs to be more capable and more mobile.
New carriers will mean the coastal protection land based fighters and resources offer can be taken with them whereever they need to go... Instead of 6-8 carriers with 30-40 aircraft each they are probably going for 2-3 carriers with up to 90 aircraft each, while the Kuznetsov can be upgraded to continue to be useful for another 20-30 years.

The head of the Research Institute Admiral Nikolay Maximov emphasizes that in the life cycle of any ship it is necessary to provide for its modernization potential.

As for the larger-scale prospective combat vehicles of the fleet, Admiral Maksimov speaks of strategic missile submarine cruisers with new ballistic missiles, and the construction of a new aircraft-carrying complex.

The project of such a ship has already been developed, it is known that the flight deck here will be twice as large as the TAKR "Admiral of the Fleet of the Soviet Union Kuznetsov", and in addition, the starting system will consist of a springboard and a booster. By the way, the new aircraft carrier will be able to receive long-range radar surveillance aircraft, the basis of the combat composition of the ship's air group can be made up of multi-purpose multi-role fighters based on the T-50, but "adapted" for the deck.
Another novelty for the Navy, developed under the auspices of the General Directorate of Armaments, is a new assault ship, a kind of our response to Mistral. This ship of Russian design will be able to land and landing, and receive helicopters, and provide fire support. As for improving the combat capabilities of the submarine fleet, now, for example, work is under way to create promising means of navigation and management. "Today, the most accurate characteristics are issued by fiber optic gyroscopes, " said Deputy Defense Minister Yury Borisov. - And all this is nothing more than a phased development of various kinds of technologies. At each stage, accuracy is improved. If earlier it was dozens of angular minutes, today it's hundreds, and in the future thousands. "

The Russian naval forces can wait tensely for a new aircraft carrier. A corresponding project has now been prepared, reported on Sunday, the TV channel "Zvezda".
According to preliminary calculations, the length of the new ship should be 330 meters, the width - 40 meters. The ship is to carry up to 90 aircraft and helicopters and can record radar early warning aircraft.

The launching system of the new aircraft carrier will consist of a so-called ski jump, a kind of "ski jump", and a device for acceleration. The departure deck of the ship should be twice as large as that of Admiral Kuznetsov , who is currently the only aircraft carrier in the service of the Russian Seekriegsflotte.
With the development of the new ship, the Russian Krylov Research Center in St. Petersburg should deal. Construction is scheduled to commence under the new state-of-the-art upgrade program for the period 2018-2025.
Both articles come have its source in the video of the first article and offer complementary information about the program.
It is clear that the sputnik article is talking about a design strongly related to the previously known export variant of the project 23000. The numerical data agree, as we can see in every source:

Dimensions

Length: 330 meter (1,083 foot)
Finally this third article extracted the following picture from the same video of the first link, arguing that can be a model of the last iteration of aircraft carrier for the Russian Armed Foces:

1.- The Preliminary Design of the Project 23560 Lider was approved by the Russian Ministry of Defense in the spring of 2017. The Project 23560 Lider is more advanced than the Project 23000 Shtorm.
2.- According to the public news about the Russian Marine Doctrine of 2015, a project of aircraft carrier must be ready by 2020. There is not other alternative project publicly known at this point.
3.- The Preliminary Design of the Project ??? Kalina was completed by the summer of 2017. The Project 23000 Shtorm and the Project ??? Kalina are more or less in the same stage of development at this point.

The Ministry of Defense approved the volume of the new state armament program
As assumed by Kommersant, the approved volume of the new state armament program (SPG) for 2018-2027 is 19 trillion rubles. The Defense Ministry considers this amount sufficient. "The LG is balanced, planned. The most important thing is that in the current SPG, 19 trillion is the supply of arms and military equipment and 1 trillion for the synchronization system, "Tass quoted Tatyana Shevtsova, Deputy Minister of Defense of Russia.
He noted that the previous LGP did not include the costs of synchronization. "We need a storage system, a system of basing and equipping the troops, this was not taken into account in the previous LG," Ms. Shevtsova said.
Another deputy defense minister - Yuri Borisov - said that the main priority of the new state arms program will be the development of nuclear deterrence systems. "The first priority, of course, is given to the development of nuclear deterrence systems, as the main type of armed forces, which guarantees the security of our country in any kind of conflicts," he said. Also, according to him, special attention will be paid to high-precision weapons in the LG, because "this is a modern trend in the development of all military conflicts." "If we are talking about high-precision weapons, then this is certainly a system of information support, because without information high-precision weapons do not work," added Mr. Borisov. In addition, he spoke about developments in the direction of hypersonic technology, also noting that "nothing special" in the possible appearance of such weapons in the next decade.
Yuri Borisov mentioned the development of aircraft carriers in the context of the LG. "Speaking specifically about aircraft-carrying cruisers, this is the end of the program, we plan to develop and lay down modern aircraft carriers," he said. This summer, the deputy commander-in-chief of the navy, Viktor Bursuk, said that Russia provided for the design and construction of helicopter carriers. According to him, until 2025 it is planned to put into operation two such ships.
The draft LG will be submitted to Russian President Vladimir Putin no later than December 15. "Today it is at the final stage of elaboration, in the government already. I think that no later than December 15 it will be submitted to the administration. I can not say the exact date when the president will approve it, "Yuri Borisov said.
And this is exactly the same said in the Russian Maritime Doctrine of 2015:
https://www.russiadefence.net/t7032p50-state-armament-program-2018-2027#211908
The marine rapid-response force is intended to be capable of conducting missions in the maritime, aerial and land domains in any part of the world. For this, new aircraft carriers will be the core of its capability, ... Work to design a new class of Russian aircraft carrier is to be completed before 2020, with construction and entry into service planned for the second phase of the doctrine (2021-2030).
Unlike the heavy aircraft cruisers of the previous generation of Russian aircraft carriers, the new carrier design will be multirole. It is envisaged to be equipped with manned and unmanned combat systems operating in the air, at sea, underwater and possibly in space. The carrier's air groups will include radar surveillance and C2 aircraft, alongside reconnaissance and strike UAVs.
it is envisaged that during this final phase the following will be undertaken: ... ongoing series production of the new aircraft carrier class

Prospective Russian aircraft carrier estimated at 6.2 billion dollars
07/04/2015 | 15:41 |
At the International Maritime Defense Show (IMDS-2015) in St. Petersburg, a high-ranking source in the defense-industrial complex named the cost of creating an aircraft carrier for the Storm project.
Construction of a ship with a displacement of up to 100 thousand tons, capable of carrying up to 80-90 aircraft, will cost 350 billion Russian rubles, or about 6.2 billion dollars. The source stressed that this will not be a one-time payment, but investments in the program for a period of 10 years.
In addition, the source noted that this is a "theoretical price", since it is only possible to estimate the cost of an aircraft carrier after the development of the project and the creation of cooperation of enterprises that will build it. But in any case it will be at least a couple of hundred billion Russian rubles. A significant part of the cost of the new ship, according to the source, will be electromagnetic catapults.
In a similar amount estimated the creation of the aircraft carrier and CEO of the Nevsky PCB Sergei Vlasov. According to him, a heavy aircraft carrier would cost the budget 200-280 billion Russian rubles.
For comparison: the most powerful modern aircraft carrier - American-class "Nimitz" - costs about $ 4.5 billion, and the aircraft carriers of the Gerald R. Ford type, which are being replaced by him, are $ 10.5 billion.

Re: SAP 2018-2027 - Arms Procurement
At the National Defense Management Center of the Russian Federation, under the leadership of the head of the military department, General of the Army Sergei Shoigu, a single day for the acceptance of military products was held, at which the results of the state defense order in the first quarter of 2018 were summed up.
According to the head of the military department, in the meantime the Armored Forces have been routinely supplied with armored, engineering and automotive equipment, communications equipment, aviation armament, and ammunition.
This is how it was expressed in concrete figures.
The enterprises of the defense industry complex supplied 23 BMP-3 infantry combat vehicles, Elbrus logistics support vessel (project 23120), 2 raids of integrated rescue and rescue equipment (project 23040), 10 aircraft and 7 helicopters of various classes and special-purpose vehicles .
In addition, the Minister of Defense explained, ahead of schedule 8 Su-34 and 25 helicopters were delivered.
As Sergey Shoigu noted, "some of the newest models of equipment that will soon arrive in the troops will be demonstrated for the first time in Moscow at a military parade in honor of the 73rd anniversary of the Victory in the Great Patriotic War."
This is a combat tank support vehicle, a single supersonic Su-57 aircraft, a combat multi-functional robotic complex "Uran-9", a multi-functional robotics complex of mine "Uran-6", unmanned aerial vehicles of short range "Korsar".
"The mechanized column will consist of more than 190 promising units of equipment that determine the modern appearance of the Russian Army," the Defense Minister said.
Regarding the construction of military infrastructure, Sergei Shoigu recalled the list of capital construction objects approved by the Defense Ministry Board for 2018, according to which 3,573 buildings and structures are to be put into operation.
For these purposes 113.9 billion rubles were allocated.
At the same time, taking into account the financing parameters, the main emphasis is made, as the head of the military department emphasized, on the creation of special purpose facilities and infrastructure for troops entering military forces and military equipment.
"The priority area remains the arrangement of places of deployment of forces and means of nuclear deterrence," the Defense Minister noted.
Thus, in the interests of the Space Forces, the Strategic Missile Forces and the 12th Main Directorate, it is planned to put into operation more than 770 buildings and structures.
As part of the further development of the airfield network, it is planned to build 217 facilities.
Deputy Minister of Defense Yury Borisov delivered detailed information on the supply of new and modernized weapons and military equipment to the troops.
He said that in the interests of the Land and Airborne Forces, 25 new and 96 repaired units of armored vehicles and equipment were delivered, 125 U-15 off-road vehicles, 50 communications equipment, 16 anti-aircraft missile systems, and more than 4,000 parachute landing aids , 155 unmanned aerial vehicles.
Yuri Borisov also noted that in March 2018, in accordance with the directive of the General Staff, a number of modern models of military vehicles were tested in the natural and climatic conditions of the Kola Peninsula near the village of Pechenga in the Murmansk region.
The wheeled vehicles of the Bryansk Automobile Plant and the two-link caterpillar conveyors of the Gorky and Izberbash plants have withstood the tests and confirmed their operational characteristics in the conditions of extreme temperatures of the Far North and snowy virgin land.
The park of Aerospace Forces was renewed. In their interests, 20 new and 4 repaired aircraft, 30 new helicopters and 3 past repairs, 3 radar stations, and more than 4,000 aircraft bombs of various capacities were delivered to them.
As part of the implementation of the launch program in the first quarter of 2018, the calculations of the Aerospace Forces provided for 2 launches of Soyuz carrier rockets with the launch of 3 spacecraft into orbit. The goals of the launches have been achieved, the equipment is operating in the normal mode.
In the interests of the Navy, a strategic missile submarine of strategic design 667BDRM "Tula", 3 ships and auxiliary support vessels, 2 helicopters, 46 cruise missiles of operational-tactical designation "Caliber" have been repaired.
In a planned order, the equipment of the Strategic Missile Forces continues with modern and promising models of weapons and military equipment.
On March 28, at the Plesetsk testing range, the Sarmat heavy intercontinental ballistic missile was successfully tested. They have allowed to confirm the characteristics of the complex during prelaunch preparation and at the stage of the missile's flight.
The Ministry of Defense pays special attention to the development of unmanned aircraft.
Today, complexes with unmanned aerial vehicles successfully perform functions that in the past were unavailable or were solved by other forces and means. In particular, UAVs showed their high efficiency
According to the head of the military department, in the meantime the Armored Forces have been routinely supplied with armored, engineering and automotive equipment, communications equipment, aviation armament, and ammunition.

It would not be reason to cut this project. It seems to go forward.

In the refered to the costs of production:

For the people that want to pay attention to the reality. All the exposed in these two messages means:
1.- Project 23000E: Variant to export. Preliminary Design completed by 2015.
2.- Project 23000: Variant for Russia. Preliminary Design completed by 2018.
2.1.- The Preliminary Design of the Project 23000 has been completed.
2.2.- The Preliminary Design of the Project 23000 is ready for examination of the Ministry of Defense.
2.3.- Pending approval of the Preliminary Design of the Project 23000 by the Ministry of Defense.
2.4.- The Project 23000 is meeting the schedule defined in the Russian Maritime Doctrine of 2015. Maybe ahead of the schedule.
2.5.- The gourvernment of Russia plans to lay down some unit of the Project 23000 aircraft carrier under the State Armament Program 2018-2027.
Compared to other projects:
4.- There are not news about a Preliminary Design completed for the Project ????? Priboi, the Project ????? Lavina or the Project ?????? Kashalot of Large Amphibious Ships (helicopter carriers). The Project 23000 Shtorm is more advanced than the Project ????? Priboi, the Project ????? Lavina and the Project ????? Kashalot. It is logical taking into account that the works on the Project 23000 started around 2011 and the works on the Large Amphibious Ships started after the option of the Mistral ships failed, in 2014-2015.
5.- There are not news about a Preliminary Design completed for the Project ??? Husky or the Project ??? Submarine Interceptor.
Estimations of the costs of production:
1.- The estimations of the cost of production of a unit of the Project 23000E (export variant) aircraft carrier are under a 2% of the total funds approved for the State Armament Program 2018-2027.
Yay more news on the Shtorm and no news on usless "light carriers" more like lite can't carry anything-ers.
Anyway this is great news.

Given that even the production Su-57 with objekt 30 would commence in the (very beginning of) SAP 2021-2030, just not.
But there is not anything worrisome in that as to have anything new inserted in the SAP 2018-2027 you would need to have it ready for serial production in year 2020 at last, otherwise its production will fall into SAP 2021-2030.
Damage was already done/absorbed in the slipping the SAP beginning from 2015 to 2017, production of the item comprised in SAP 2011-2020 is the more the less on schedule, so the final result would be to have the SAP 2017-2028 quite empty with many of the projects it would have envisaged before the Ukraina crisis skipped in the 2021-2030 one.
In practical terms the levels (of available military hardware) that should have been reached in 2025 would be shifted to 2027 but almost all that would have been produced for 2030 would be on schedule on that date.
