The first million-plus city will appear in the Far East. 

If we combine Vladivostok, which de jure has 600 thousand inhabitants, with Artem (located 38 km from Vladivostok; about 100 thousand inhabitants) and build a new satellite city there and attract about 300 thousand more people to this agglomeration, the first million-strong city in the Far East will appear. This was stated in an interview with RBC by the head of the Ministry of Regional Development Alexey Chekunkov.

"We are seriously calculating the business model for creating such a satellite city, which could be called Sputnik" — the minister said. — "This word, known throughout the world as the moment of the highest triumph of Soviet science, is associated with the launch of the first artificial Earth satellite in October 1957. There is even an expression in English: Sputnik moment is exactly what we need right now."

It is assumed that the project will be implemented with the support of VEB.RF, its subsidiary ProGorod, the Far East Development Corporation and the government of the Primorsky Territory, a source familiar with the details of the project told RBC. The press service of VEB confirmed this, adding that the corresponding agreement will be signed at the Eastern Economic Forum. Earlier, the satellite city of Vladivostok decided to build a DNS trading network. But her project, which is already under construction, will be smaller — it is designed only for 30 thousand people.

"Vladivostok should become the third most attractive city in Russia in all respects after Moscow and St. Petersburg. It has everything for this" – Chekunkov believes.

The Ministry of Regional Development is now also focusing on working with the regions to identify the most promising places in large cities, on preparing promising sites with infrastructure and on adapting the standards of the Ministry of Construction to the Far Eastern conditions. "Often, developers who implemented spot development projects put short-term profitability at the forefront, rather than the quality of life. People in bezrybye were forced to buy expensive housing, which does not fully correspond to modern ideas about what a quality quarter should be" – the head of the department says. According to him, Vladivostok is built up with "candles on the hills" — 20-storey buildings that swing like masts on caravels at a very high wind load. "Objectively, this is not very comfortable and spoils the appearance of our Pacific pearl. There is land in the Far East, there is no need to build skyscrapers there" – he added.

This problem should be solved by the "Far Eastern Quarter" project. "We will encourage the creation of mass blocks of residential development (from 50 thousand square meters) in accordance with a single architectural style, no more than seven or nine floors, landscaped territories, standards for park areas, playgrounds and parking spaces" – Chekunkov said. These projects will be subject to the regime of the territory of advanced development, which will give tax benefits for developers. Currently, the Ministry of Regional Development has eight such sites in operation, the estimated volume of real estate that can be created on them is more than 2 million square meters, private investment is under 200 billion rubles, the minister notes.
