The thing is that wealth is expanding in China... people are making money... what they need to ensure is that the workers can earn good money along with factory owner... the biggest problem in the US is not race, though it is obviously a problem... but if black people were rich then race would not be an issue... the real problem is poverty... they used to have a tiny group of poor and a tiny group of very rich and the majority had enough and were a big middle class.
Their problem is that their rule changes are created by politicians who are funded by the very rich and so the rules they change or introduce tend to create a situation where some very rich people get richer and everyone else gets poorer.
As the huge middle class has shrunk and fallen into poor the system is showing problems that the rich want to blame on race, because the real problem is the greed of the very rich.
Jeff Bezos was worth 120 billion at one stage.... his company is huge and most of its workers earn minimum wage but the company has made him obscenely rich... but no pay increase for the people that made him rich... I am surprised no one has shot him.
It is amazing how few very rich and very powerful people get shot in the US... we are always hearing about their gun problems but it seems cops only shoot poor black people...
Anyway, I think China should avoid such a future by paying more of the profit a company generates back into the wages of the employees that create that wealth rather than "investors" speculating on the company...
I think Russias budget shows that if you are really only interested in actual defence and don't allow corruption to bleed like open wounds that you can spend rather less than the US and still progress and develop and improve and be competitive in most areas except numbers... but a well organised force should never rely on numbers except with mobility and getting local advantages in numbers.

Biggest standing armed forces just in numbers, the US still have fare more advanced airforce, navy and army. And that will not change in 3 years, get back in 20 years and we can talk.
