Indeed, buying influence on USSR levels is not something Russia should be emulating.

There is simply to much talk - something is cooking.

They have lost the support of an ally... they need to decide what group of new friends they want and what sort of military equipment needs to be bought.

Buying weapons is an ongoing thing for most countries and is perfectly normal.

No ,russia or any other country will not give a military aid to egypt except US because of something simple , US has the money and the reason to pay
US aid to egypt is a part of camp david agreement between Egypt and Israel 1978 , so US could decrease the aid as she did but will not cut it all , US don't want that and Egypt don't want that , Egypt has a military relations with russia but Cairo will increase that relation to make a balance in the region here but we will not be another Iran ,not our style ,

As i said there is no Russian aid to Egypt and Egypt will not establish any foreign military bases over it's land .

Saudi arabia , UAE and Kuwait are already delivering now a 15 B$ to Egypt.

You could be right , but the military deal with Russia is more political deal than a military one ,Egypt could take some weapons that she didn't need urgently but we will take it because of politics .

US military aid was selective as Egypt could not choose weapons it needed but the ones selected by the US. Now without any Russian restrictions Egypt will be able to fill its magazines 

with the weapons it wants and needs.

Not true , Egypt is the one that demand it's own weapons , if US refused to give us a weapon ,it's simple we get it from another country .

I think the deal will envolve weapons such as ( SU-35 or Mig-35 ), S-300 , Subs

May be UAE money but anyway Egypt army has a huge productive projects and has it's own money and can pay all the deals.

-In 1998-2000, S-75M3 was sold, along with Kvadrat missiles, Oborona-14 radar stations and modernized P-18 radars.
-In 2000-2003 timeframe, 50 S-125 complexes were modernized to Pechora levels; the deal was for 150 million dollars.
-In 2005, Rosboronexport sold 4 Tor-M1s, and a small batch of Buk-M1-2 (probably actually Kvadrat modernized with 9M317E), Shilka and Igla.
-In 2007 a contract was signed for deliveries of ZSU-23-4-M4 Shilka-Strelets.

Would be very interesting to find out what type of SAMs. Perhaps the other parts of the deal, especially MiG-35s, will move forward too once finances are solved.

I doubt that Egyptian army has a financial problems , while i'm writing this reply , the Egyptian army is financing a civil projects in Egypt with 1.5 B$ and a year ago the army Put 1B$ in the state treasury as a help , the talking about financial problems is a cover for something may be it's all about US Deception

I think this African country is no other than Egypt as Tor is in service already and there has been talk about Egypt signing contract with Russia about air-defense.
