Periscope for rear seat to have foreward vision. Many planes have it.

It is a periscope.
The rear seat in a Mig-29UB is the pilot/instructor, while the front seat is the trainee pilot.
When coming in to land with the nose slightly up flying at low speed all the instructor can see is the back of the trainee pilots head. With the periscope a part opens up and the lower part opens down so that the rear instructor sees in the back of the trainee pilots head the view from just above the cockpit canopy... in other words he actually gets a better view of the landing than the trainee pilot in the front seat.
It is only used in landings and takeoffs and is not used in normal flight.
