Yes, it is not the most advanced ship and probably it is not worth to produce more since they are basically smaller and less capable versions of karakurt and buyanM, but if the 2 hulls were sitting unused in the shipyard, why not?
By the way, this sentence in the article does not make sense for me.
Vympel shipyard is capable to build ships larger than the buyan or karakurts, so if was just for keeping it alive, it wouldn't need this order. Furthermore they are fulfilling also several other orders for small military ships and for civilian ships.

I think it is a flawed design. It was meant to be a high speed missile boat. So they should have kept the gas turbine unit. This could have been done with a gas turbine and two diesels. The original had two boost engines and two cruise engines. Two shafts. One boost engine and one cruise engine per shaft. The boost engines had like 8.2 MW (11000 hp) power each, and the cruise engines 3 MW (4000 hp).
UEC Saturn makes the M90FR turbine with 20 MW power. A single turbine could replace the two boost engines. Another option would be to keep the existing layout and put two M70FRU2 turbines with 8 MW power as boost engines. The cruise engines could be just regular diesels.
They probably used the M507 in order not to have to design a new propulsion system. This way they just use the same propulsion as in the Karakurt but it is just two shafts instead of three.
For air defense they could have used the Ghibka.
