Well whoever it was, they simultaneously did Russia a favour (further impetus to reduce dependence on the Ukraine and disengage from its economy) and a disservice to the Ukrainian economy. Selling electricity to Crimea has been a good earner for them. Oh well, sucks to be them.

Kiev didn't exactly say that they are refusing Moscow's latest proposal. Yatsenyuk is just flat out saying that they refuse to repay the 3 billion. I'll translate and quote what he said:
"You will not receive other conditions than the other creditors. Our initial conditions: lowering the debt by 20% and postponing payment of all debts by 4 years." And then he continues to say that in the worst case they'll just impose a moratorium on it.
I think Yatsenyuk should stop smoking crack. Seriously, postpone it by 4 years?

It's just a shame that the tragicomedy being played out in Kiev over the last 24 months has led to so much death, injury, destruction, hatred, emigration and impoverishment.

This is not the first time that Kiev falls behind on gas payments to Russia. Its state gas company Gazprom estimates that Ukraine's energy major Naftogaz owes it $256.5 million in arrears for gas delivered to southeastern Ukraine for 2015, according to the company’s financial report published last week.
Moscow renewed gas deliveries to Ukraine after receiving $234 million in prepayment out of the agreed $500 from Naftogaz.
In September, Russia, Ukraine and the European Commission initiated a winter package deal for supplies during the peak consumption period between October 1, 2015 and March 31, 2016. It will ensure the delivery of 2 billion cubic meters of gas to Ukraine’s underground storage at discounted prices.

I just gave a live Skype interview to 112, a leading TV news channel in Ukraine. There have been some technical issues, and the topic that I was was supposed to comment upon was the government report about investigations of violence during the Euromaidan. The questions that I have answered included the Crimea blockade, the second anniversary of the Euromaidan, and the stance of the West concerning Ukraine. I have made the following main points. The blockade of Crimea would not be able to make again Crimea a part of Ukraine. Clashes over this blockade will not produce new Maidan. The same concerns growing dissatisfaction of many ordinary Ukrainians with the results of the Maidan. The Euromaidan was used by an alliance of oligarchic and far right organizations to gain power, specifically with help of mass killings. Those responsible for the Maidan massacre are not investigated even though there is numerous evidence, including witnesses and videos cited in my Maidan massacre paper. Many ordinary Ukrainians were used as tools during the Maidan, specifically with promises of freedom and European future for Ukraine.
Dissatisfaction with the government and political preferences for many people became impossible to express via a new Maidan or via elections. A lot of crucial information about the Maidan and political developments since the Maidan has not been made public. There is no real opposition in Ukraine, including the Opposition Bloc, which serves interests of oligarchs. The last local elections were the least free and fair in history of independent Ukraine. The US government continues to support the policies of the Ukrainian government, in particular concerning the war in Donbas. But there is also a growing criticism by the US government, in particular the US ambassador, of the Ukrainian government for corruption and lack of reforms. Based on information that I have, it is likely that the Ukrainian government would be changed following a US vice-president visit.

This is true, power went out for parts of north side at almost the stroke of midnight. Supposedly power service to all of north side fed from southside was instituted late last year. Apparently this was not done and there's about 20,000 irritated northsiders who better damned sight get power back soon.
Weather is fortunately quite soft, I'm sitting in my office since I returned with my window open. That will end tomorrow.
Having a clear view of most of City from our valley, in late summer when power went down for a few hours we apparently have the only private generator on northside. Go figure.
