He was not refering to Turkish army communications, but Turkmens/FSA. They use commercial grade com equipment without encryption and frequency switching. They might have limited effect on Russians, however in cluttering mode it will sure as hell affect commercial coms big time.

Unless ofc. Tho i am not sure what is the most numerous mobile Turkish army radio, many armies still use huge amounts of older types that are secure like school lockers.
Possibly old Harris AN/PRC 114/77, AN/MRC-110 and probably their own version of the Vinson.
