There's still a lot of work ahead. SAA is already very late and hasn't really secured the city at all. The supply route is vulnerable, they need to consolidate in the south, try opening a second route there (i.e. capture Abu Duhrur airbase). Also there's North and West. Anadan, Haritan, Mansoura, Khan al Asal and Al Rashidin are all towns that under FSA can make life Aleppo miserable and basically keep it as a warzone. This way many people won't exactly return, the economy won't restart. Remember Aleppo was once the financial capital of the country, and biggest city by population iirc.
As long as these conditions are there, Aleppo won't be truly under firm government control. It will be only on paper, if East falls (similar to Donetsk city). But basically the whole map above needs to be red for things to change. At the moment it's about 50%.
