Industry and Trade Ministry plans to extend tax free to all Russian cities in 2019

The tax free system was launched in Russia in January 2018

MOSCOW, June 6. /TASS/. The Russian Ministry of Industry and Trade of plans in 2019 to extend the tax free system to all Russian cities after a pilot project in the cities hosting the 2018 FIFA World Cup, Industry and Trade Minister Denis Manturov said on Wednesday.

"After testing the pilot tax free project, we plan to extend it to the whole country starting from 2019," he said.

Deputy Minister of Industry and Trade of the Russian Federation Viktor Yevtukhov told TASS earlier that the tax free system will be launched in several cities hosting the 2018 World Cup from April 10.

"Starting from April 10, the outlets that will participate in the system, within the locations, so far the limited number that were defined, will be able to do it. Thus, the foreign citizens who purchase goods that are now in the system will be able to receive a partial VAT refund," Evtukhov said.

He expects the system to launch across the country by the end of 2018. "I hope that by the end of the year we will develop it all over Russia. I think that at the end of the year it will be decided that we will move from pilot to work across Russia," he added.

According to Evtukhov, VAT refund within the system will be partial - 10-12% of price of goods with the purchase of at least 10,000 rubles ($173).

The tax free system was launched in Russia in January 2018, but the electronic document circulation between retailers, the system operator, the Federal Customs Service, the Federal Tax Service and the buyer will not start until October 2018.

The 2018 FIFA World Cup will be held in Russia from June 14 to July 15 in 11 cities. The question whether there will be enough time to create a domestic operator of the tax free system remains open. At the end of March, Head of the Finance Ministry's tax department Alexey Sazanov told TASS that the tax free system at the airports of the cities hosting the 2018 FIFA World Cup will be launched by early June. It is planned that the Russian operator will work together with two foreign companies - Global Blue and Premier Tax Free.

This is stated in the draft "The main directions of the development of the financial market in the Russian Federation for 2019-2021 years."

"Within the framework of the three-year forecast, observing a conservative approach, the Bank of Russia does not exclude the preservation of imposed sanctions restrictions, in this context, the development of domestic sources of financing is especially urgent, given that access to external sources can be limited," the document says.

At the same time, as one of the participants in the world financial market, the Central Bank intends to continue the process of integrating the Russian financial system into the world, developing cooperation with the leading international financial organizations.

"This will bring best practices to the domestic financial market, increase its competitiveness and investment attractiveness, provide a comparable regulatory burden, create conditions for attracting long-term investors to the Russian economy," the regulator said.

Got nothing to do with the size of the workforce. Why should a 50 year old man go home and sit around in his garden? He still has energy, knows his job and propably likes the people at his working place. And more money is always good. The law allows it, so he officially retires, gets his pension and still go to work.

You think about it.. US have history of sanctioning nations FOREVER and not dropping those

Also you still have no arguments against introducing a much needed income tax instead of exploiting an aging workforce and taxing poor people.

This means that if Putin have 2 choices .. he either allows Americans to influence its young generation ,or Russia do it..

US  wants to monopolize popular technology ,and they know very well how important this is it.. and doing a pretty darn good job at it..( thanks to Putin's short sight vision and Ignorance.) Because they know by dominating future looking technology , they can control the masses not only young generations but also general business too. because this is technology that is EXTREMELY important for business too.. Try building a company and ban people from using Smart Phones.. and instead use old beepers to communicate or dial phones. Or try building a nation ,without internet ,to see how far you go.. that NOT surprisingly Americans control too..

US also wants to monopolize SPACE...and already have a monopoly in the semiconductor industry which is also innovative technology..

So what Russia government don't get ,and many in this forum either is that is is not only about nationalizing
a bank ,or decreasing the interest rate or not.. or about investing more or less in agriculture. but the QUALITY of the economy is SUPER extremely important too.. Is not the same thing a nation that leads in Rice production.. versus a nation that leads in SPACE exploration..  Rice you can buy it anywhere.. in poor third world nations.
in any third world nation.. but you can't buy Space Rockets in third world nations.. only a hand full nations
only can do that.. and only 2 or 3 nations in the world have rockets that can send humans to space.

This is why Russia cannot continue to ignore US attempts to monopolize top innovative technology in the world.
By controlling Japan , South korea and Taiwan.. US can isolate any country of computers ,of smart phones and
any entertainment and communication tech.. by controling Internet too..  all this are abysmal short commings
of Russia as a nation. to fail in the most important things ,that can allow Russia to project major influence in the world..  

The real irony is that Russia will not have a need of any hypersonic missiles at all . no need of armata or any other modern military weapon.. if Russia had a Technology Innovative business industry that surpassed the American one.Because no longer US will be able to influence any nation in the world.. if Russia have everything
that US business produce and better.

Putin is promoting Sports nationalism , Olympics.. that is 1-2 weeks of fame  temporary event that everyone
will forget by the end of the month .Big Stupid Waste of money. But people will use their iphones , their PCs.. their internet for many years.. non stop every day.. for unlimited time.. and the only changes to this will be to get a newer model of their favorite technology.

Yandex cannot be as big as Google since its market is smaller and funding i significantly smaller. yet still grew bigger then Bing ! orc Yahoo. Russia never can be equal in economical terms to Us , China and perhaps in couple of years India. Not in my life and not until population grows 500 mln or so.

Russia can potentially focus on becoming an independent hi tech and play in  Japan/Germany ligue. though not under Us occupation.
