You say that but I rather suspect the delays in purchases probably had more to do with currency issues... like what would Russia to with more Indian currency considering the trade imbalance with India buying energy from Russia too.
I rather think Russia will start investing in India a bit more, perhaps getting civilian ships built in India to use up their Indian currency surplus... which of course benefits India and Russia.

Says the deal was for 19,000 crore for 200 missiles. 1 crore is 10 million, so 19,000 crore is 190 000 000 000, and the exchange rate at the moment with the US dollar is 0.0012 US dollars per rupee. By my calculation that means 190 billion rupees is 228 million US dollars, so those 200 missiles are practically just over 1 million US dollars each.
Sounds like a bargain to me considering Tomahawk missiles you would need in much greater numbers to be sure some would hit the target cost a lot more than 1 million dollars each.
Keep in mind that when you make things yourself you pay a lot extra so we could say Russian Onyx missiles would be rather a lot less than 1 million US dollars. (which is a given because if that is how much they cost they probably wouldn't use them.)
