Мы, Президент Азербайджанской Республики И.Г.Алиев,
Премьер-министр Республики Армения Н.В.Пашинян и Президент Российской Федерации В.В.Путин, заявили о следующем:
1. Объявляется о полном прекращении огня и всех военных действий в зоне нагорно-карабахского конфликта с 00 часов 00 минут по московскому времени 10 ноября 2020 года. Азербайджанская Республика
и Республика Армения, далее именуемые Сторонами, останавливаются на занимаемых ими позициях.
2. Агдамский район и территории, удерживаемые Армянской Стороной в Газахском районе Азербайджанской Республики, возвращаются Азербайджанской Стороне до 20 ноября 2020 года.
3. Вдоль линии соприкосновения в Нагорном Карабахе и вдоль Лачинского коридора развертывается миротворческий контингент Российской Федерации в количестве 1960 военнослужащих со стрелковым оружием, 90 бронетранспортеров, 380 единиц автомобильной и специальной техники.
4. Миротворческий контингент Российской Федерации развертывается параллельно с выводом армянских вооруженных сил. Срок пребывания миротворческого контингента Российской Федерации – 5 лет с автоматическим продлением на очередные 5-летние периоды, если ни одна из Сторон не заявит за 6 месяцев до истечения срока о намерении прекратить применение данного положения.
5. В целях повышения эффективности контроля за выполнением Сторонами конфликта договоренностей развертывается миротворческий центр по контролю за прекращением огня.
6. Республика Армения до 15 ноября 2020 года возвращает Азербайджанской Республике Кельбаджарский район, а до 1 декабря 2020 года – Лачинский район, оставляя при этом за собой Лачинский коридор (шириной 5 км), который будет обеспечивать связь Нагорного Карабаха с Арменией и при этом не будет затрагивать г.Шушу.
По согласованию Сторон в ближайшие три года будет определен план строительства нового маршрута движения по Лачинскому коридору, обеспечивающий связь между Степанакертом и Арменией, с последующей передислокацией российского миротворческого контингента для охраны этого маршрута.
Азербайджанская Республика гарантирует безопасность движения
по Лачинскому коридору граждан, транспортных средств и грузов в обоих направлениях.
7. Внутренне перемещенные лица и беженцы возвращаются на территорию Нагорного Карабаха и прилегающие районы под контролем Управления Верховного Комиссара ООН по делам беженцев.
8. Производится обмен военнопленными и другими удерживаемыми лицами и телами погибших.
9. Разблокируются все экономические и транспортные связи в регионе. Республика Армения обеспечивает транспортное сообщение между западными районами Азербайджанской Республики и Нахичеванской Автономной Республикой с целью организации беспрепятственного движения граждан, транспортных средств и грузов в обоих направлениях. Контроль за транспортным сообщением осуществляют органы Пограничной службы ФСБ России.
По согласованию Сторон будет обеспечено строительство новых транспортных коммуникаций, связывающих Нахичеванскую Автономную Республику с западными районами Азербайджана.

STATEMENT BY THE PRESIDENT OF RUSSIA, THE PRIME MINISTER OF ARMENIA AND THE PRESIDENT OF AZERBAIJAN

We, the President of Azerbaijan Ilham Heydari Aliyev, the Prime Minister of Armenia Nikol V. Pashinyan and Russian President Vladimir V. We announce the following to Putin

1. Announces a complete ceasefire in all types of hostilities in the Karabakh conflict zone, starting from October 10, 00.00, according to Moscow time. The Republic of Azerbaijan and the Republic of Armenia, later parties, remain in their occupied positions.

2. The Aghdam region and the territories controlled by the Armenian side in the Kazakh region will be returned to Azerbaijan by November 20.

3. Along with the Line of Contact in Nagorno Karabakh and in the Lachinch Corridor, Russian peacekeeping forces of 1960 troops, firearms, 90 armored vehicles and 380 vehicles and special equipment are established.

4. The Russian peacekeeping force is deployed in parallel with the withdrawal of the Armenian forces. The peacekeepers remain for five years, with the possibility of automatic extension for the next five years, unless the parties announce six months in advance. 5/10

5. A ceasefire center shall be established for the implementation of agreements between the parties for efficiency and control.

6. Armenia returns Kelbajar to Azerbaijan by November 15, and the Lachin region by December 1, leaving a 5 km wide corridor that will provide a connection to Armenia but will not touch Shushi.

According to the parties, a new road through Lachin will be built in the next three years, which will connect Stepanakert with Armenia, for the further deployment of peacekeepers to control that road.

7. Internally Displaced Persons and Refugees Return to Nagorno-Karabakh and Adjacent Areas Under the Control of the UN High Commissioner for Refugees

8. Prisoners of war are exchanged and other detainees are exchanged

9. All economic and transport connections in the region are unblocked. Armenia provides transport links between the western regions of Azerbaijan and the Nakhichevan Autonomous Republic. This transport connection is supervised by the RF FSB border service.

According to the parties, a transport route will be built to connect Nakhichevan and the western regions of Azerbaijan.

Reports of rebellions in the NKR forces. Units are not accepting the ceasefire and are vowing to continue to fight to get back Shusha and all other territories under Azerbaijan control. Also stating that the Prime Minister of Armenia, Nikol Pashinyan is a traitor

Russian military was already pissed off by Putin not responding to turkish/israeli attacks on russian soldiers. I doubt he could just let it go and not respond to the death of those 2 soldiers. Untill now only Lavrov have spoken. The MoD didn't.

Next hours will be crutial for Baku...

According to local sources,#Russia Air Force 3624th AvB in #Erebuni, #Yerevan has started preparing its personnel including MiG-29, Mi-8MT and Mi-24P pilots for possible war with #Azerbaijan. This downed Mi-24P was involved in one of these missions
