    Ditching Dollars, Prioritizing China & India, De-Westernizing: Inside Russia’s New Security Strategy, 03.07.2021

    The National Security Strategy of the Russian Federation is a strategic document outlining the means by which citizens, society and the state are to be protected against external and internal threats in every sphere of national life. The first such document was created in 1997, and it has been continually updated to account for new developments.

    Russian President Vladimir Putin has approved an updated Russian National Security Strategy, with the corresponding decree published on the state portal of legal information on Saturday.

    "I hearby approve the attached National Security Strategy of the Russian Federation," the text accompanying the decree reads, with the order coming into force from the date of its signing.

    National What?

    The Russian National Security Strategy is a basic strategic planning document defining Russia's national interests and strategic priorities, outlining the means to protect citizens and the state from internal and external threats, and setting objectives for the strengthening of national security and ensuring sustainable development over the long term.

    The new strategy replaces the previous version of the document, which was approved by Putin in late 2015. Before the president's signature, the updated strategy was reviewed and approved by the Russian Security Council in May.

    What Does The Strategy Say?

    The text of the new document suggests that Russia has demonstrated in recent years its ability to withstand foreign sanctions pressure, and notes that work to reduce dependence on imports in key sectors of the economy is to continue. Economic security is to be ensured by increasing competitiveness and resilience to both internal and external threats, and through the creation of suitable conditions for economic growth at rates higher than the global average, according to the strategy.

    The document deems the reduction in the use of the dollar in Russia's foreign trade as one of the means to securing the country's economic security.

    At the same time, it points to concepts discussed by NATO on the possibility of the use of nuclear weapons in wartime, and says that this development cannot but serve to increase the security risks faced by Russia. Dangers also result from the creeping militarization of outer space, and from risks associated with armed conflicts escalating into local and regional wars involving the world's nuclear powers. The document also constitutes efforts by the armies of some countries to train to disable critical information infrastructure in Russia, with foreign intelligence services said to have intensified their intelligence and other operations in the Russian information space generally.

    "The growth of geopolitical instability and conflict, the intensification of interstate contradictions are accompanied by an increase in the threat of the use of military force," the document warns.

    The policy document points to a weakening of generally recognized norms and principles of international law and the exhaustion or elimination of existing international institutions and treaties in the field of arms control, which it says only serves to increase tensions and aggravate the military-political situation, including along Russia's borders. It notes that Russia remains committed to strengthening the stability of the international legal system and to preventing its fragmentation, weakening or selective application.

    The strategy suggests that growing geopolitical instability and conflict is a result of a redistribution in global development potential, with countries which are losing their unconditional leadership said to be trying prevent this from happening by hoping to dictate their own rules, to use unfair means of competition, to apply unilateral sanctions or to openly interfere in the internal affairs of other nations.

    In these conditions, the document stresses the legitimacy of the use of both symmetric and asymmetric means to suppress or prevent "unfriendly actions" by actors which seek to threaten Russia's sovereignty or territorial integrity.

    Need for Social Justice and Anti-Corruption Fight

    The strategy also warns that "destructive forces" both within Russia and abroad are trying to use certain "objective difficulties" facing the country to try to destabilize the situation. The dangers stemming from these problems can be addressed if governance is improved and society's need for social justice is addressed, the document suggests.

    "Against the background of persisting socio-economic problems faced by Russia, there is a growing demand from society to increase the efficiency of public administration, to ensure social justice, to strengthen the fight against corruption and the fight against the misuse of budget funds and strate property," the strategy notes.

    The document places 'the highest priority' to the preservation of the people of Russia amid the continued demographic crisis facing the country. The strategy argues that the production of new domestically-developed vaccines is one of the means to ensuring the country's economic security.

    New Priorities

    Significantly, the updated National Security Strategy document includes the expansion of strategic cooperation with China and India in the list of Russian foreign policy priorities, with a view to creating mechanisms to ensuring regional security and stability on a non-aligned basis in the Asia-Pacific region.

    The strategy also designates cybersecurity as a new strategic priority amid what it says is a significant rise in the number of attacks against the Russian IT sector and its information resources -with the purpose of these these attacks said to include interference in Russia's internal affairs.

    Another significant development is an emphasis on the need to neutralize threats said to be associated with the distortion of history, the breakdown of basic moral and ethical norms, and attempts to inculcate foreign ideals and values in Russia in the areas of education, culture, and religion. In response to these developments, the strategy includes a new new national priority - centered around the protection of traditional national spiritual and moral values, culture and historical memory.

    "Informational and psychological subversion campaigns and the 'Westernization' of culture increase the danger of Russia losing its cultural sovereignty," the document warns.

    Interesting. After China's invasion of India last year relations won't improve between the two, anytime soon. Yet Russia intends to develop its own relations with both China and India.

    All positive ideas especially the decision to de dollarize the economy. What's repugnant is the idea to establish special relation with a third world shithole like India. This dirt poor country won't be able to provide anything of value to Russia. Instead relations with China, which is Russia's biggest ally will take a beating.

    Kremlin needs to build on its already good relations with China and establish special relations with France, Brazil and Japan.

    Avoid 3rd world countries, like plague.

    Some food retail company in Russia tried to go woke and posted LGBTXYZ propaganda on its corporate website.
    It got a massive backlash from Russians (not the Russian government, the people). LGBTXYZ propaganda is
    illegal in Russia. Which is totally correct as the whole concept is to promote these tiny sexual minorities as
    privileged groups. This includes all sorts of de facto taxes from retailers like in the USA which are tripping over
    each other to lavish them with money. Since when do minorities get entitled to money from others? Your
    only rights are to be left alone and not be discriminated against. You have no right to any of my money just
    like I have no right to any of yours.

    Anyway, the company removed the rubbish from its website and is making apologies all over the place. Too
    bad they were not so considerate when the let the goat shown in the video engage in conflict of interest and
    pimp his agenda. This is the pattern in the west, where minority activists are making decisions which they have
    no right to make. But thanks to the PC totalitarian climate, nobody can stop them because that would be
    "discrimination" and "bigotry".

    The liberast 5th column "opposition" in Russia is agitating people with serious genetic conditions to picket against the Russian government.
    Not so much for their valuable protest contribution, but as useful idiots for martyrdom in the fight against Putin (and the Russian people).

    One case is a girl, Daria Semyonova, with cystic fibrosis that leads to high susceptibility to infections. She was conned into picketing for a specific set of
    drugs demanded by her handlers instead of accepting alternatives. This was clearly deliberate to create the fake "the Russian government
    does not want to give this girl life saving drugs" narrative. This is part of a greater racket of raising money for treatment of difficult cases
    in Germany or outside Russia because supposedly Russian medicine is vastly inferior. The trick is that the hundreds of thousands of euros
    raised for such offshore treatment involves handsome kickbacks (up to 40%) for the organizers. To keep the racket going it requires that
    never ending propaganda about Russian inferiority be pushed.

    The smear campaign over Daria and her picketing started in 2019 even though she and others got both the old foreign drug and the Russian
    alternative. She only tried to take the Russian alternative last year and this coincided with a fever which she assumed was because of
    the Russian drug. It turned out to be Covid which she more than likely got during her picketing (even if she wore a mask which she
    did not many times, that does not reduce the exposure risk since all viruses can enter through the eyes. Masks are only partially useful
    for reducing the spread of infected phlegm aerosol from carriers). Unfortunately she died and this is being used by the 5th column to
    attack Putin and Russia. It is the 5th column handlers of Daria who are directly responsible for her death since they "diagnosed" the source
    of her fever without any medical qualifications and made sure she did not get tested for Covid. She was also prevented from getting vaccinated
    because the 5th column routinely spreads the tin foil hat BS that Covid-19 is fake and some totalitarian ploy. (PD has nothing to say about this

    In 1996, I contracted severe pancreatitis in Moscow and almost died after being misdiagnosed at the European Medical Center. I recovered in a Russian hospital at a time when that hospital literally had to boil and reuse syringes because of a lack of funds. Fast forward to today when the Russian medical system is well funded. A friend of mine (Russian) was evaluated at a top military hospital for a ruptured disc. He was advised that he needed corrective surgery but was told "Go abroad, don't do it here!" Ruptured disc surgery is pretty routine. Are you telling me that there are no qualified back surgeons in Russia? Very indicative of this sense of Western superiority that pervades the Russian (even more so Ukrainian) mindset...and at a military hospital no less.

    that is the fault of the morons who believe the fifth columnists.  This actually damages them more than it does Russian state because now people will see that they lied and left a girl dead.  So Papa isn't far off for saying that there are a lot of knuckle draggers in Russia.  These are said people (that girl).  And while others feel bad she died, I sure do not.  She kinda got what she deserved.  She believed the 5th columnists and it got her killed.  Guess how others will see this in Russia?

    We do not know the whole situation with your friend.  I would wager that the military hospital didn't feel about paying for it for him and telling him to go abroad.  Or from a different hospital.  Who knows.  That is rather shady and the doctor should have been investigated for that.

    Then again, I met Canadians in India that went to India for surgery cause they wouldn't get it in Canada.  So yeah, this happens.

    The story about the slipped disk reminds of a few years ago when a rather well off acquaintance told me how he and his wife use the
    Hong Kong medical system instead of the Canadian one. In Canada you have to sit on a waiting list not just for a few months but
    sometimes for years. In Hong Kong you have world class surgeons who charge for their services that are tolerable to people with
    money. It is not like you get back surgery every month unless you are really messed up.

    So the generic advice to go abroad was obvious sabotage. He was not given proper advice as to where to go and what price to
    pay. It was just a generic fart with the smelly trope about "better in the west".

    I want all these Russian malcontents to come and live in the west for a few decades. They, like the Ukrs, need to eat enough of
    their own shit to form the correct neural pathways in their brains.

    It had nothing to do with money. He is rich. A friend of his high up got him the appointment at the military hospital. Most Russians I have met have the same reaction. In 1996, my Russian employer wanted to airlift me to Helsinki. I would have died before I received treatment there. I had to dial "01" at 4:00 a.m. (I had not been able to keep down any fluid or food for 5 days). The doctor on the ambulance immediately diagnosed me with pancreatitis, but refused to transport me anywhere until he drove me to an atm machine at 4:30 am to take out money - to pay him! Even in my state, I found it hilarious. I realized that my life dependent upon that atm accepting my card, which it did.

    Dental care is not considered healthcare in New Zealand, so I know a few people needing lots of dental work done would rather pay for a trip to Asia and pay for the dental work to be done there... even counting the cost of airfares and accommodation it is still cheaper to get serious dental work done in another country than to get it done here.

    In Canada, it is also separate from the medical system. That is why you never, ever give their advice (e.g. to pull out your wisdom teeth) the benefit of the doubt.
    You have to shop around and find a dentist that is not Hell bent on screwing you over to make filthy lucre. In the case of wisdom teeth, there is a major nerve running
    close to the typically impacted rear lower jaw wisdom tooth on both sides. These teeth are also the hardest to remove depending on how badly they are impacted. Some
    hack looking to make money hardly gives one the confidence that they will not mess you up for life. Just because you don't hear about such cases does not mean
    they do not happen. The fake stream media mafia is hardly going to go against core business interests.

    That is some crazy information about dental care. Even I could afford to spend a couple of thousand dollars cash having my daughter's teeth worked on, when I was making , maybe $8. an hour, working as a licensed nurse. This was back in the 1990's. But now dental care is so expensive, nevertheless, insurance provided with persons' jobs, does pay for most of it, with a co-pay. Persons without insurance are up the creek.

    My granddaughter just had wisdom teeth out. Idk what it cost, but I think the co-pay was $1,400. (I may be wrong.)

    The cost of medical care is unreal.

    for reducing the spread of infected phlegm aerosol from carriers).   Unfortunately she died and this is being used by the 5th column to
    attack Putin and Russia.   It is the 5th column handlers of Daria who are directly responsible for her death since they "diagnosed" the source
    of her fever without any medical qualifications and made sure she did not get tested for Covid.   She was also prevented from getting vaccinated
    because the 5th column routinely spreads the tin foil hat BS that Covid-19 is fake and some totalitarian ploy.   (PD has nothing to say about this
    peculiar behaviour by NATzO lovers).

    There is a campaign of subversion operating in Russia and financed by western "NGOs" and fake media outlets.  

     



    In 1996, I contracted severe pancreatitis in Moscow and almost died after being misdiagnosed at the European Medical Center. I recovered in a Russian hospital at a time when that hospital literally had to boil and reuse syringes because of a lack of funds. Fast forward to today when the Russian medical system is well funded. A friend of mine (Russian) was evaluated at a top military hospital for a ruptured disc. He was advised that he needed corrective surgery but was told "Go abroad, don't do it here!" Ruptured disc surgery is pretty routine. Are you telling me that there are no qualified back surgeons in Russia? Very indicative of this sense of Western superiority that pervades the Russian (even more so Ukrainian) mindset...and at a military hospital no less.

    I can remember when needles , syringes was sterilized and re-used here (in the USA). In the 1970's here. That was before there was such a thing as disposable syringes and needles. & I remember when i v bottles was glass.

    A new law has come into effect in Russia requiring international ownership share of Russian fishing companies to be no more than
    25%. It was 50% before. The law was required to stop the absurd practice instigated by foreign owners where Russian catches
    were sold abroad for a loss. This is a good example of why market theorists are full of shit. In the real world there is no magic
    impartial market, but human meat making self-interested decisions that causes direct damage to the interests of others. In this
    case the Russian people. Laws and big bad government are needed to crack the whip on this human meat. There is no invisible
    hand optimizing the system.

    The new law properly categorizes the Russian fishing industry as strategic. All primary food industry is strategic. Foreign "investment"
    as advocated by clowns like Kudrin can be damaging to Russia's economy and social cohesion. In case some skeptic thinks that I
    am overstating the case. I have an example from Canada where in the late 1980s Alcatel bought out a Canadian company and shut
    it down. That was after "conservative" Mulrooney (a corrupt clown) disbanded the Foreign Investment Review Agency established
    by Pierre E. Trudeau (who was nothing like his SJW sonny in charge today). There is such a thing as predatory investment.

    The relatively small number of Russian fishing companies under foreign control are the basis of a whole racket in Scandinavia where
    Russian fishing vessels deliver their loads for a 10% lower price to local ports. This Russian caught fish is then sold for a 300%
    markup back to the Russian market. So the scummy Scandinavians are still doing what they did during in the 1920s and are
    engaging in piracy of Russian fish resources in a more refined manner. Russia should put a clamp on these scumbags. It seems
    they have a cultural pathology that makes them natural enemies of Russia.

    PolitRussia, the Youtube channel and organization that does a lot of good reporting on events pertaining to Russia
    is being attacked by the rotten administration in Novosibirsk. The center of the action is the rotten Duma representative
    who openly whores for the Azeri mafia in Russia due to corrupt interests in the construction business. Instead of
    properly investigating real crimes in Novosibirsk, the local police has been ordered to send a investigator to Moscow
    on taxpayer money to "question" Ostashko about his reporting of allegations made on a Telegram channel and even
    the mass media. PolitRussia has already been threatened with supposedly violating Russian law for spreading the
    information even though no court case has established that the information is defamatory and will incite racial tensions.
    PolitRussia already promised to retract the video and apologize if the information is false. But it is not bloody
    likely to be since it is about real corruption and not some racism or other libel.

    People think Putin runs Russia like a toy. He barely has control. I think the FSB needs to be involved and this transparent
    abuse of local power needs to be punished in a Draconian fashion. That includes a full purge of the Novsibirsk police and
    the arrest of this Duma clown who acts like some pasha.

    Funny how Navalny and his "anti-corruption" activity never touched on the rot in Novosibirsk. The only corruption that
    Nahanly and is NATzO sponsored outfit saw was in people who were properly doing their jobs. Real corruption was not
    on their radar.

    I am hoping more of these meatheads out themselves thinking that their mafia links make them safe and secure. The political mood in Russia
    right now is not the right one for them to succeed. I think that heads will roll. Putin does not float on the support of such maggots.

    Can't even get its roads in order.
    It rebuilds roads every year. Giving the contracts to the same corrupt companies; front organizations consisting of just a general director and an accountant. Who then cheap out on the materials and the newly-built roads don't even make it past winter

    Have no problem with Azeri people in general, but yeah their mafia along with local criminals have completely taken over the roadworks and utilities sector in Novosibirsk, maybe more stuff too.

    And what should be a major, modern city is suffering from it
