On April 5, 2016, a new federal executive body, the Federal Service of the National Guard of the Russian Federation (Rosgvardiya), was created by a decree of the President of the Russian Federation, Vladimir Putin, in order to ensure state and public security, protect human and civil rights and freedoms.
The basis for the formation of the National Guard troops of the Russian Federation (hereinafter referred to as the National Guard troops, troops) was the internal troops of the Ministry of Internal Affairs of Russia, which proved their effectiveness and ability to perform a wide range of service and combat tasks aimed at ensuring state and public security.
The National Guard troops included mobile special-purpose detachments, special rapid response detachments under the jurisdiction of the Ministry of Internal Affairs of Russia, as well as bodies and units that carry out extra-departmental protection and control over compliance with legislation in the field of arms trafficking and private security, private detective activities, as well as ensuring the security of fuel and energy complex facilities, and the activities of security units of legal entities with special statutory tasks.
The structure of the Russian Guard includes eight districts of the National Guard troops and territorial bodies. The districts consist of formations and military units that protect important state facilities, protect public order and ensure public safety, and perform operational tasks. Rosgvardiya also has its own aviation for the rapid delivery of personnel to certain regions of the country and naval military units. The elite of the department is the special forces, which include special purpose centers, military special forces units,SOBR and OMON.
Special functions are performed by the units for state control over the circulation of weapons and supervision in the field of private security activities. On guard of important objects and property of citizens there are divisions of extra-departmental protection.
Since its creation, Rosgvardiya has been additionally assigned tasks related to control in the field of detective work and ensuring the safety of officials. The powers of the troops have been expanded, providing legal tools to prevent threats to protected objects in the water and air environment, regulating issues of ensuring their own security.
Since 2018, a contingent of National Guard troops has been performing special tasks in the Syrian Arab Republic. To date, on the Syrian soil, the military personnel of the department have completed thousands of combat missions to control the situation in this region.
For five years, despite the difficult stage of reforms, the troops successfully completed all the tasks assigned and proved their readiness to carry out even more responsible tasks of the state leadership.
So, in parallel with the participation in ensuring law and order and public safety of the guests and participants of the Confederations Cup in 2017 and the FIFA World Cup in 2018, as well as the presidential elections of the Russian Federation, the scope of tasks in the Arctic zone increased. Today, ships with nuclear power plants and ports of the Northern Sea Route are under the protection of the non-departmental protection of the Rosgvardiya. At the same time, Rosgvardiya became a coordinator in the work on the formation of a security system for the energy bridge and the transport crossing through the Kerch Strait. Since July 2020, these tasks have been successfully carried out by military personnel and employees of the Rosgvardiya together with colleagues from the Ministry of Internal Affairs, the FSB, and the Russian Defense Ministry.
Participation in the fight against terrorism is one of the main tasks of the department. Rosgvardiya is entrusted with the authority to lead a Joint Group of troops to conduct counter-terrorist operations in the North Caucasus region.
The department carefully preserves the memory of the fallen comrades, provides comprehensive support to their families. Throughout the country, streets, schools, cadet classes, and a park of culture and recreation are named after military personnel and employees who gave their lives for the good of the Fatherland.
The motherland appreciates the work of the Russian Guards. About 2.5 thousand servicemen and employees of Rosgvardiya, as well as eighteen formations, military units and organizations of the troops were awarded state awards, commendations and certificates of the President of the Russian Federation. 306 pupils of the law enforcement forces were awarded the title of Hero of the Soviet Union, 172-became Heroes of Russia.
The soldiers of the Russian Guard are guided in their work by an unwritten Code of Honor, based on the glorious traditions of the troops and the memory of the exploits of the fallen comrades. And in everyday life, there are many examples of this, when military personnel and employees, risking their lives, protect the constitutional system and the rights of ordinary citizens. The troops do not keep statistics of rescued people. According to the most conservative estimates, the Russian Guard saved more than 1,000 human lives. On the water, in the event of a fire or other natural disaster, employees and military personnel come to the aid of people, regardless of whether they are on duty or on vacation.
The troops act for the benefit of the people and develop according to the requirements of the time. Their mobility, maneuverability and autonomy are increased. All this will require equipping with modern weapons, military and special equipment, and special means as part of the development of a new State armament program. Special emphasis will be placed on the development of information technologies, as well as the introduction of robotic systems and systems to counter them.
The management of Rosgvardiya has special control over the formation of an effective infrastructure. Sports and fitness complexes are being built in the troops, effective medical services are being organized, and service housing is being built. This helps military personnel and employees to perform their official tasks.
The department traces its history back to 1811, when the Internal Guard Corps of the Russian Empire was created by the decree of Emperor Alexander I. That is why the department is celebrating a double anniversary: 210 years of the troops of law and order and the 5th anniversary of the formation of Rosgvardiya.
