So basically they were being produced very very slowly because for each plane they built they were losing money so they had no reason to want to boost production as that would speed up their losses.

They have renegotiated the deal for the same amount of money but for rather less aircraft... effectively they will get more money per aircraft that should cover the production costs... BTW it is not in the governments interests to get aircraft at below cost because that will bankrupt the company making them, which will make future orders impractical.

This should mean the money paid will cover the materials needed to produce the aircraft so suppliers and subcontractors will get paid and production should be able to be boosted to 18 a year like it should be.

The quicker they get these made the sooner they can order the next batch and also look for some export contracts too... to really take advantage of their expanded production capacity.

As the expert in the article said... there are already enough Il-76s in good condition to make this not really a big problem (ie production delay) but now that funding is sorted out and new production is ready to increase production it should be OK anyway...
