So can I be the first to ask, what is that launch tube behind the main gun on top of the SAM vertical tubes.
Looks like the top of a Stihl missile coming out of it.

That's true for the Talwar. Grigo class is meant to have Shtil VLS. I don't know what miroslav spotted, good eyes.
Could be.probably using an older version of the Shtil missile like the ones on Talwar and/or Sovremeny for test and evaluation purposes before testing the vertically launched ones, to confirm the proper function of the targeting and illuminating radars.

Sounds more like a workmanship/component quality issue, or they just didn't get round to completing the full suite of tests yet (despite saying they had).Google translate wrote:According to Martov, special attention will be paid to the work of the power unit, steering control system, communications, detection and navigation equipment and anchor handling equipment. The ship’s speed and maneuvering capabilities, its armament and aircraft system will be tested as well.

Could there be some kind of import substitution issue involved?

A spokesman for the Baltic Shipyard "Yantar" Sergei Mikhailov told Tass that the shooting was planned for late 2016, but they had to be postponed due to "unfavorable hydrometeorological conditions in the Baltic Sea."
