    India in Talks With Russia on Purchasing Submarine Rescue Ship

    NEW DELHI (Sputnik) — Alexander Buzakov, the head of Admiralty Shipyards, said they had presented to Indian military representatives aboard a 21300-class vessel, the first ship of its kind to be commissioned by to the Russian Navy by the end of 2015.

    India has no ship capable of assisting nuclear and conventional submarines should they run into trouble at sea, the outlet noted.

    At present, its deep-sea rescue operations rely on foreign assistance.

    The Russian vessel can serve as a platform for manned rescue missions to depths of 1,000 feet and is equipped with two unmanned submersibles that can be operated remotely.

    There are many deals in offing with Russia for Indian navy incuding Frigates, ASW Helis, nuclear sub lease and many more running into billions of dollars

    In addition to selling RD-180 engines to China, Russia should also offer them for sale to India to help them with their access to space... they are very capable engines.

    Note this rescue sub is interesting... when they talk about 1,000ft or 300m operational depth you know it is what is says on the label... western deep diving rescue subs which operate down to extreme depths like 1000m were actually recon and clandestine subs used to patching into communications cables on the sea bed... if a sub sinks to 1,000m of water anyone on board is dead.

    Yes Garry, this deal should go through.

    However I am not sure if the deal between Russia and India for large scale construction of nuclear subs will go through.

    I say this because though India needs nuclear subs desperately this deal could face massive legal problems in Russia. I am not sure if Russian lawmakers will allow India to buy/lease Yasen class submarines.

    The Russian government has chosen Anil Ambani’s Pipavav shipyard for a ‘Make in India’ naval frigate order that is likely to exceed $3 billion, making it the private sector’s biggestever warship-building project.

    With public sector shipyards tied up in executing current orders and the Indian Navy battling to increase fleet strength, the government has been in advanced talks for the past several months with Russia for three to four upgraded Talwar class frigates, classified as Project 11356 vessels. Moscow, which has been keen to build the frigates at a Russian shipyard, was firmly told last year that the order would only be placed through the Make in India route but it would have the flexibility to choose an Indian partner for the project.

    After an evaluation of several Indian shipyards, including that of Larsen & Toubro, Russia has formally informed the defence ministry that Pipavav has been chosen as its Indian partner for the project. Officials said a formal letter was sent by Federal Service for Military Technical Cooperation (FSMTC) director Alexander Fomin last week confirming the partnership. The record deal is the first one landed by Pipavav after it was taken over by Anil Ambani’s Reliance Group recently. The contract for the new frigates is likely to be in the form of a government-togovernment order with Russia and could be signed this financial year with delivery expected over the next six to eight years. Vice-chief of naval staff, Vice-Admiral P Murugesan, has confirmed that exploratory talks have been on and, when decided, the frigate order will be under the Make in India initiative.

    Biggest warship project: Russia selects Anil Ambani's Pipavav to make frigates for Indian Navy

    The project brings together two of the government’s key themes. Prime Minister Narendra Modi announced the Make in India initiative on August 15 last year as part of a manufacturing push to create jobs, raise incomes and help boost the economy. The government is also keen on greater private sector participation in defence, having eased overseas investment rules in this regard.

    The new stealth frigates will be a vital addition to the navy’s surface fleet that is fast being upgraded to meet security challenges in the region. India has already bought six Russian-built Talwar class frigates, the last of which was delivered in 2013.

    A team led by Russian deputy industry and trade minister Alexei Rakhmanov has been evaluating Indian shipyards for the project over the past few months. Among the yards visited were Mazgaon Dockyard Ltd, Cochin Shipyard Ltd and the L&T unit, with the final selection being based on the availability of infrastructure and capacity. Pipavav, which is currently executing a naval offshore patrol vessel order, has India’s largest shipbuilding facility.

    When contacted, a Reliance Group spokesperson said, “We are fully committed to the Make in India vision of our Prime Minister. Our mission is to build higher capabilities at the world-class facility that we have, to be able to serve the complete requirement of the Indian Navy.”

    While Russia’s United Shipbuilding Corporation (USC) did not respond to a detailed questionnaire, one of its top executives told ET earlier this month that it was open to working with a private shipyard on the order. “We are ready to transfer technology to ensure the construction of these ships in India. The new ships that will be built will be different and more modern from the Talwar class that have been delivered,” Alexi Dikiy, director for military technical cooperation at USC, had told ET.

    Seems Frigates are as expensive as the Ledar class destroyer. Or maybe optimizing the Frigates for Indian conditions cost a lot.

    Licence production is the most expensive way to buy things because you are basically building your own factory or upgrading the tooling of an existing factory and then training your own people to make the product.

    On the positive side is that at the end you get to keep the factory with the skilled workers who know how to make the product... and the extra money is spent inside your own economy.

    It creates more jobs at home and many skilled high paying jobs... not just unskilled labourers.

    Plus you know what has gone in to your products.

    Indian Air Force Eyes 48 Additional Mi-17 Helicopters From Russia

    The Indian Air Force reportedly proposed to acquire 48 additional military transport helicopters from Russia.

    MOSCOW (Sputnik) – The Indian Air Force (IAF) proposed to acquire 48 additional military transport helicopters from Russia for $1.1 billion, local media reported Monday.

    The Economic Times cited sources as saying the plan to acquire Russia’s export-designated Mil Mi-17V-5 (NATO reporting name “Hip”) was due to replace the air force’s older fleet of Mi-8 transporters.

    The outlet added that the 48 additional aircraft – proven to be efficient in India’s difficult climate and terrain conditions – will breach the country’s “Make in India” concept, but form a backbone of the IAF’s existing fleet of Mi-17V-5s.

    Earlier this month, the deputy head of Russian Helicopters design and manufacturing company said it was prepared to deliver up to 250 of the light utility helicopters a year.

    India is Russia’s biggest customer in weapons and equipment purchases, including helicopters.

    Some 121 of Russia’s Mi-17V-5 have been supplied to India in the past five years, with a total of 300 Mi-8 and Mi-17 currently in service with the IAF.

    The Mi-17V-5 is the newest in Russia’s Mi-8/17 helicopter family. Designed for personnel transportation, the vehicle can be equipped with weapons used in search and rescue operations.

    During Russian President Vladimir Putin’s visit to India in December 2014, the countries agreed in principle to assemble 400 Mi-17 and Kamov-226T transport helicopters annually in India.

    Russia and India have reportedly signed a deal to jointly manufacture 200 military helicopters as part of an ongoing plan to intensify strategic relations between the two BRICS states.

    Russia will take part in the construction of 200 military helicopters in India, in a move aimed at diversifying bilateral strategic ties; some media reports said that the ‘copter in question is the Russian light multi-purpose helicopter Kamov Ka-226.

    Speaking to the Indian news agency PTI, Indian Ambassador to Russia PS Raghavan touted the recently-clinched agreement as part of the several defense projects the two countries are working on.

    "Recently, we have agreed to jointly manufacture helicopters in India… The joint manufacture of 200 helicopters in India is a big bang. If two countries decide to manufacture 200 helicopters in India with transfer of technology, and license production, it is a big bang," Raghavan said.

    Russia remains the largest supplier of military components to India, accounting for about 60 percent of India's defense procurement. The latest deal will certainly boost Indian Prime Minister Narendra Modi’s "Make in India" program that was announced earlier this year.

    The term "big bang" has repeatedly been used by investors and Indian pundits to describe India's brand-new budget and reform proposals, which are typically stalled by the country's parliament.

    Raghavan, for his part, said that the two countries are also considering manufacturing Russian submarines and ships in India, which seeks to lure Russian companies into setting up joint ventures on Indian soil.

    Nicknamed the Hoodlum by NATO, the Ka-226 is a light transport utility vehicle used in police, military and rescue operations. It is a modernized twin turbine version of the successful reciprocative-engined Kamov Ka-26.

    The Ka-226's passenger version can carry up to seven people, while the transport version is capable of transporting one ton of cargo inside the fuselage or via an external sling. The Ka-226 is expected to replace the Cheetah and Chetak helicopters currently used by the Indian Army.

    Here comes another one, definitely joint is the way to go to add a multiplier to Russian IP and skills.

    Shares in Russian-Indian joint venture will be 49% and 51%, respectively. The Indian company Pipavav Defence & Offshore Engineering Co Ltd (PDOC) and Ship Repair Centre "Zvezdochka" signed an agreement on the establishment of a joint venture to repair submarines of Project 877 Paltus in India, according to IANS news agency.

    The shares of the Russian and Indian partners in the joint venture will be 49% and 51%, respectively.

    "For the first time in India, the repair of submarines is seen as an activity for companies from the private sector,” the statement said.

    The acquired experience is expected to be useful in the future when the company works on submarines of this class from other countries, such as Algeria, Vietnam and Iran. The company may get additional profit of about $3.4 billion, the statement said.

    According to the agreement, the Russian enterprise "Zvezdochka" will provide full technical support for the joint venture. The first submarine repairs will be carried out in Russia.

    Russia and India will continue their co-development of a fifth-generation fighter plane after signing an experimental design contract, India’s defense minister said on Friday. "The preliminary stage of the project was completed in June 2013 and the next phase of development will commence after we have signed off on the experimental design contract,” Manohar Parrikar said in a written answer to a pertinent question from two members of the lower house of parliament.

    Speaking on the sidelines of the Aero India-2015 show in Bangalore in February the president of Russia’s United Aircraft Corporation, Yuri Slyusar, said that the main R&D work on the fifth-generation plane could start already before this year was out.

    The Sukhoi/HAL Fifth Generation Fighter Aircraft (FGFA) is meant to radically upgrade India's air strength through the combination of Russian expertise and Indian financing. Russia’s fifth-generation Sukhoi T-50 PAK FA fighter jet, known in India as FGFA, is equipped with an advanced defense system that can neutralize an enemy plane’s stealth capability. The plane, which will go into mass production in 2017, is claimed to be capable of outperforming the F-22 and fifth-generation F-35 fighters of the US Air Force. The T-50 PAK FA fighter jet will be built with composite materials, and come with advanced electronic systems and engines to ensure the plane can stay mostly undetected by radars and other optical and infrared technologies.

    Russian Aircraft Corporation MiG (RAC MiG) delivered more than ten upgrade kits for MiG-29 fighters to India, TASS reports with reference to the RAC MiG CEO Sergey Korotkov. “RAC MiG has already delivered over 10 upgrade kits and five of them has already been used by HAL (Hindustan Aeronautics Limited) to upgrade the aircraft. Two out of five upgraded fighters are already performing flights. Three more jets are being prepared for the flight tests,” Korotkov said.

    A total of 63 jets of the type should be upgraded to MiG-29UPG version. It was reported earlier that four aircraft would be upgraded this year. Earlier India took delivery of six jets upgraded by the RAC MiG.

    As for deliveries of MiG-29K carrier-based fighters to Indian navy, the corporation is going to deliver six jets of the type this year and six more – in 2016. “These deliveries will have the contract fulfilled,” Korotkov explained.

    According to him, the program for establishing an MRO center for MiG-29K/KUB fighters in India is on schedule. “The building has been constructed by the Indian party, we are delivering equipment, specified in an offset agreement signed at MAKS-2013 airshow. Indian specialists are being trained and soon the center will start repairing accessories and units,” he said.

    Speaking of deliveries of aircraft to Russian armed forces, RAC MiG CEO reminded that this year the corporation must deliver eight MiG-29SMT fighters (six single-seat jets and two two-seat ones) to Russian air forces as well as ten MiG-29K/KUB vehicles – to Russian navy.

    “Everything will be done on schedule,” Korotkov assured. He acknowledged that the company is still waiting for the contract for delivery of MiG-35 fighters to be signed. RAC MiG hoped to sign the document back in 2013-2014. “The contract will surely be signed. Placing an order for research and development work without further deliveries of production MiG-35 jets makes no sense. These are just money to burn. It’s obvious that the contract will be signed, however, it’s not clear when and how much jets will be included in the agreement,” he said.

    The defence acquisitions council, chaired by defence minister Manohar Parrikar, however, deferred decisions on two mega proposals — the Rs 80,000 crore Project-75-India for the construction of six advanced stealth submarines and the Rs 15,000 crore project for 110 naval utility helicopters. Both the long-pending proposed projects are to be undertaken in India with foreign collaboration.



    "The two projects need more deliberations," said an officer.

    The biggest proposal to be cleared was the procurement of 48 medium-lift Mi-17V5 armed helicopters, used to ferry troops and cargo, for IAF. India is already inducting 139 of these helicopters — one has already crashed — under deals worth over $2 billion inked with Russia.

    The DAC also gave the go-ahead to the induction of seven squadrons of the Akash-2 surface-to-air missiles, which have a 25km range against hostile aircraft, helicopters, drones & subsonic cruise missiles, into IAF.


    IAF had earlier ordered eight Akash-1 missile squadrons for Rs 6,200 crore, six of which are being deployed in the northeast to counter China's build-up of military infrastructure all along the 4,057km line of actual control. The other two squadrons have come up at the Mirage-2000 fighter base in Gwalior and Sukhoi-30MKI base in Pune.

    The DAC also cleared eight indigenous Chetak helicopters (Rs 300 crore), nine tugs (Rs 300 crore), dockyard repair facilities for Revathi radars (Rs 30 crore) and electronic warfare systems (Rs 200 crore) for Navy. IAF, in turn, will get four surveillance radars (Rs 270 crore), while Army 102 short-span bridges (Rs 490 crore).

    Don`t worry , it`s pressure tactics on US lobby in India whose prime goal is to replace Russia as main supplier for Indian armed forces. Since US is not going to sell most modern weaponry to Pakistan (not because of India) , idea is that Russia might which will firmly put India`s generals to stay faithful to Russian arms. Arms market competition is not for gentlemen and often is hard bargain and trade off.
