Slow shutter speed values. The more milliseconds shutter is open to let the lens and in camera to collects more light on the cmos sensor the more distorted "movable" parts in the frame gonna look. Aperture and sensor sensitivity (ISO) values plays a big role too..

Correct! All modern dslr cameras fill the matrix of pixels of snapshot from top to bottom, row by row.
Usually, 1/4000th of a second is sufficient to prevent this. Otherwise, there is a big change to get something like this:
