Actually i always prefered term "Elephant bomb" coz of their sound during launch that reminds alot of elephant. Btw first time something of a sort was used on large scale was Yugoslav wars by Serbs that used varios types of HE-FRAG bombs and paired them with engines available (from Kh-13 engines to Orkan M87 MLRS) to create few versions (fairly standardised tho not like these guys, each unit having 5 types) and they are today mostly known under one name "Košava" (type of wind).
Even modern version is proposed for export today by Serbian integrator company Yugoimport SDPR. And yeah that is Laser guided bomb

If someone funded the project abit it probably would be doable to field it in fairly short time. Vehicle itself exists and launch ramps etc, just to pick standardised bomb you want/booster engine and laser designation system. I guess even guided glide bombs could be used if powerful enough engine is paired with the bomb.
To Iraq possibly, however Serbia would not be allowed to export anything to Syria...at least not officially.

Yup, our guys tend to be sticklers for the rules when it comes to gun runnin' but I guess someone could e-mail blueprints to SAA...hypotheticaly...

Few issues with that, transport fleet is aged and quite few in numbers, its expencive per ton/kg, imagine delivering something that costs 2USD per kg while transport costs 3 USD per kg, that is one of the reasons why US has so huge military budget. They fly/transport by ships even toilet paper (maybe not toilet paper, but frozen jogurt for an example we have proof ) from the US to Japan/Germany. Then there are some loads for which you have to land...land where? Surrounded by enemy that possibly has MANPADs? Quite tricky. And if you airdrop it, there is chance it ends up in wrong hands etc.
They surely do deliver some supplies via air but that is not always and everywhere possible.

Well Serbs have during Yugoslav Civil war alot of gravity bombs of various kinds, and could produce them too, however they were forbidden to fly at one point by NATO, so they got this idea to merge two things they have in quantities. There was at one point released audio from US pilot over Bosnia that was sent to intercept and destroy "Serb bombers", coz FABs were falling on Muslim positions. You can imagine NATO frustration seeing aerial bombs falling on targets and no aircrafts in the sky whatsoever. Just few years ago Bosnia and Herzegovina destroyed last remaining Areal Fuel Rocket-modified Bombs (RFAB-275 M-91) which were converted for use on Koshava, 58 of them in total ended up on that side of Drina river.
There was even try to make them "smart" or at least more precise, since you can imagine this isnt very accurate by definition. Yugoslavians had saboteur/partisan units which were armed with fairly light weapons including single shot "MLRS" in 128mm Yugoslavian caliber. It was dubbed M71 - Partisan, it was imagined as confusion tool for enemy artillery radars for an example or attacks from multiple angles with few of these aganist some higher value targets.
So what was the idea, they place this one equiped with "tracer" version of 128mm rocket which was used as aerial target for Yugoslavian short range air defence like Strela, Igla etc since it generates alot of signature (official name was "Aerial target imitator"). Then they aim it at the target they need to hit and place it next to Koshava. Then, they placed specially desiegned RFAB-275-M91 which had added guidance elements from K13M on it (not adequate but guidance parts but nothing else was available...). So you basically fire them at the same time, and in theory RFAB was supposed to at least at start "track" this "aiming" rocket which would increase accuracy.
How Serious this Yugoslavian versions were says fact that RBL 755 (cluster submunition) variant was made (few only i suppose) which hard maximum range of 18km, here is one photo of it (training rounds naturally, with white stripes).

Very sad and disappointing. If I was a Syrian diplomat or anything of such, I would call the talks as BS and simply nothing else and not recognize any decision from any party there. Syria has a say in their own country and the future of their own country, no one else.
