Unfortunately these reforms can only happen after the war.

Syrian Armed Forces eliminate militant group attempting to infiltrate Sweida countryside
The National Defense Forces (NDF) cleared the area around the Tha'lah Airbase in Al-Sweida on Sunday after a group of militants from the Free Syrian Army's "Southern Front" and Jabhat Fateh Al-Sham (formerly Al-Qaeda) attempted to infiltrate the villages around this military installation.
According to a military source in Damascus, the National Defense Forces of Sweida thwarted a major jihadist infiltration at the village of Umm Walid, resulting in the death of several enemy combatants on Sunday afternoon.
Following the battle, the National Defense Forces carried out a cleansing operation to clear any remnants of the jihadist battalions that attacked the area around the Tha'lah Military Airbase in western Al-Sweida.
In addition to the cleansing operation, the Syrian Arab Army's 5th Armored Division also carried out an attack against a group of Islamic State terrorists in the northeastern countryside of Al-Sweida, killing and wounding a number of jihadists.

Churkin better veto this crap. I bet it extends through the whole Aleppo Governorate, which was ignored by the UN and the
NATO mass media, and not just Aleppo City. This is clearly a Minsk "save the jihadi's ass" maneuver.
If Churkin does not veto it then we will have confirmation that Putin's government is compromised. These UN sanctioned
"deals" are all the same. Like the no-fly zone over Libya which will be used to enable jihadis to fight their war. Enough of
this poor dear civilians crap. Nobody cared about them during WWII. They are collateral damage. You simply do not
capitulate to terrorists to save them. All of their suffering and death are 100% the responsibility of the terrorists even
if the ones fighting the terrorists kill them. There is no "being better than the bad guys" crap it is pure fiction. Getting
rid of jihadis faster saves lives.

Churkin actually disagreed with the initial plan earlier and stated they will push their edition of it. This may be that and the rest agreed. They want to have UN observers on the ground. In other words, Indians, Venezuelans, etc etc etc will be monitoring it. A little hard for the US to simply try and take over. But there is a chance of US trying to change the plan last minute that will force China and Russia to veto it, thus Russia ends up getting the blame for lack of progress at UN. So this may be an attempt from Samantha Powers to be a typical bitch.
As well, China has every right to veto too if they do not like a proposal. It isn't like Russia controls China.
