It will also spell trouble to countries who traditionally enjoyed air superiority over their opponents.
I am certain there will be a line-up of countries looking forward to buy these systems from Rosoboronexport.
I also see envisage seeing them used by paramilitary or covert groups such as Wagner...

Even if you just make it climb up in a spiral above your own position a view of streets around you or behind shrubs and trees and bushes and buildings and fences is a serious tactical advantage....

They have some atgm with proximity wareheads against aerial objects. I wonder if kornet has such version.
The new improved Kornet-EM missiles come in two models... a HEAT model for anti armour use with a range from ground launch of 8.5km and a HE equipped missile for point ground targets and air targets with a range of 10km.
Laser beam riding means no hard limits on range, and in the ground launched version it can reach 10km range and 10km altitude targets which is ideal for drone targets as it uses EO tracking and laser beam riding guidance so RCS is not important and IR signature is not critical either.
I would guess the new additions are likely for ELINT or even maritime patrol?
It might be used for ELINT or for radio communication, or as a datalink extender for line of sight datalinks for say ground based robots in cities...
It might be ground mapping radar or signal booster....
