I can't disagree with a single thing that Lavrov said.
This is a good example of the difference between the Russian ruling class and the feckless morons who rule the collective "West". I would say we are living in the 2nd Cold War, in which the ideological fools destroying themselves are the US and its vasalls, while the ones defending freedom are Russians. A partial mobilization is not out of the question however. But it would be done on the low-down.
Don't see why conscripts shouldn't be used after 6 months training, not as units but as part of units with contractors. As an example in a motor rifle squad there are assistant machine gunner and assistant grenadier (RPG) operator positions. These could be filled plus other secondary positions in which they serve with and as part of a larger team. This would fill almost 20% of a BTG positions (4 contractors: 1 conscript ratio)

Russians test their weapons a lot before putting them into service.
If it failed or never hit a moving naval tatget they would labbel it as an anti ship weapon.
China may be more laxist on its test but that doesn't mean their weapon are shitty. First we know nothing about their tests because they keep everything secret. Then you can use those BM against ships that are parked at port. Their advantage is precision, range and speed which allow to hit US port in the pacific in matter of minutes from above at very high speeds.
A modern Pearl Harbour would be way more deadly and efficient than in WW2. Intel, recon and missiles woukd allow to decimate US navy if well planned.
