I think they might introduce some draftees into the warzone directly, to test the waters for this idea so to speak - but most of what they need reservists for would be inside Russia itself.

The referendums are a response to the Ukrainian president's call for “those who feel Russian to leave Ukraine” - Lavrov.

Just read those western articles that TOR and Pantsir failed to hit drones, helos and that's how Ukrainian TB2 drones were able to hit Russian targets . What they don't mention is that U.S/NATO QR-SAMs will also fail to hit Russian drones, helos on several occasions.
Mast mounted radars look down on targets, can hence pick up a lot more target signature to extract data from.
So radars are optimized for picking up threats at specific ranges. If a target is too close (very small, point blank, low alt)could get below the radar coverage but that's unlikely given radar placement of TOR, Pantisr, plus it's a chopper. Blind spots are covered by EO sensor too.
So what Russia will probably do is tweak their radar algorithms, filters accordingly. Put more power for this many seconds, don't reject targets unless processed thrice etc etc. This is why tests are done. Simulations only go so far.

We are talking about a violation by an official of the terms of the state contract on the state defense order, which caused damage to the state in the amount of at least 5% of the contract price and at least 5 million rubles, as well as failure to fulfill the contract.
For refusal or evasion of the mandatory conclusion of a state defense order contract by an already identified contractor or supplier, a prison sentence of up to eight years is threatened if the violator has already been subjected to administrative punishment for such actions.
Exemption from punishment is possible if violations are voluntarily eliminated.
