Just put it down to a misunderstanding of the English language. I am not sure are you gasping the difference between "Delivered to Syrian Arab Republic" and "Delivered to Syrian Arab Republic Air Force" or "Syrian Arab republic armed forces". It was delivered to the teritory of Syria... not to Syrians.
Wherever it occurred, we should all understand that this S-300 is not an export version now owned by the Syrians, it is the full fat 'protect our gear' Russian forces only system.
