Pyatt seems to be making things up. Russia is not mentioned as a subject of the Minsk II Measures. The Russian Ambassador Mikhail Zurabov is just a signatory, like the Swiss diplomat Heidi Tagliavini, a witness if you like.

So apparently Ukraine will try to bypass Russia at the UN general assembly to get the Tribunal into effect.
If they do that, then Russia wont have to follow it and work against it, which I hope they do.

Have people stopped using their brains? What happened to the actual crash investigation? There is no
report on the conclusions and we have some BS about a tribunal. A tribunal is supposed to investigate.

Gorlovka city administration released the casualty figures for January to July. 164 civilians dead including 14 children. 501 injured including 42 children.

There is a crisis situation in the energy sector and the [Energy] Ministry and the state companies aren’t ready to provide heat and electricity for Ukraine,” Yatsenyuk said during a meeting in Kharkhiv.

The bad news on power just keeps coming. Now Russia seems to have stopped supplying coal/anthracite to Ukraine (probably no cash) leaving just the large numbers of trucks/trains ferrying black market coal on the Luhansk/Russia/Belarus/Ukraine route, as noted by OSCE at border crossings.

Ukraine’s thermal power plants face mounting problems with coal shortages while energy companies’ coal stocks are declining, Ukrainian Deputy Energy and Coal Minister Alexander Svetelik said on Friday. The deputy minister who spoke at a roundtable discussion on preparations for the upcoming heating season said the energy companies were required to have 2.7 million tons of coal at their warehouses while the available stocks stood at 1.5 million tons. "We have contracts but coal, anthracite coal is not supplied," Svetelik said. According to the deputy energy and coal minister, Kiev is no longer receiving anthracite coal supplies from the uncontrolled east Ukrainian Donbas region, and also from Russia and some other suppliers.
The problems with fuel supplies have forced Ukraine to halt all contracts for electricity exports while two units of the Burshtynskaya thermal power plant have had to switch from work for European consumers to the Ukrainian domestic market, the deputy energy minister said. The Ukrainian Energy and Coal Ministry is currently deciding on switching three more units of this thermal power station to work on the Ukrainian energy market, he added.
When asked if rolling electricity blackouts could repeat as was the case during the last heating season, the deputy minister said no such measures were planned but the ministry had developed a relevant methodology. "Hour-by-hour blackouts are not envisaged at all, if coal is supplied," he said.
The Slavyanskaya thermal power plant located in the Donbas region on the territory controlled by Kiev halted its generating capacities over the shortage of coal, Donbasenergo power utility reported on Friday. RBK-Ukraine reports that Ukraine has enough coal to power their powerplants for exactly 1 day. Most of the coalmines are in Donbass which Kiev can't get access to. Also says that many miners have protested in the past weeks about their salaries and the lack of interest from the government.
So what happens when powerstations on coal are turned off? Do Ukrainians NPPs produce enough electricity for Ukraine? I'm afraid Kiev is going to either turn off electricity for Crimea or make it very expensive.

"Rosteh" started constructing 2 power stations which will generate near 1GW combined. Crimea right now consumes 880MW. The first power bridge from Russia will provide 300-350MW and it will be completed at the end of this year. After completion of the 2nd power bridge that amount will grow to 800-840MW. Right now 70% of the peninsula's electricity comes from Ukraine.
A lot of effort is being done and if everything goes well, without delay, the entire peninsula will be independent from Ukraine's electricity in 2017- beginning of 2018.
