Yeah our officer core is quite competent as you have to finish military college to become one, army is well... decently equiped compared to the funds but alot of it is inerited from the Yugoslavian times and is getting painfully old and little has been done for modernisation, most of this equpment you see in videos is offered mainly for export, none or little ends up in hands of our army.
Also our armed forces are tiny compared to what they were 15 years ago. Whole MoD employs 32.000 people, this includes college, military high school, military medical center... military technical institute etc etc. So number of soliders is estimated to 12.000 or so.
Serbia actually developed own update package for T55, T72 and M84, however it was never funded by the state, Yugoimport SDPR is offering those modernisations on international market without any sucsess till this moment. Though time its designation went from M2001, M84AS, M84AB1.... However lack of funds makes such modernisation for Serbian army highly unlikely.
