Israel, seriously? First of all, they are closely coordinating with the Russians. I think the most important question, to any party considering delivering MANPADs, is how the Russians will retaliate if they find who the source is.
Israel was supporting them, until Russia offered a better deal to Israel. Basically Russia gave Israel an
"offer you couldn't refuse", a 2-pronged
'hard-power'/'soft-power' deal.
Hard power: Russia basically gave Israel a
strong guarantee that they'll use their power and influence to keep the very formidable Hezbollah party's military wing (defeated the
IDF on 2 different occasions on the battlefield) from reaching Israel's borders....and
Soft Power: Russia has offered to help develop pipelines from Israel's mega-gas field
'Leviathan' and to ship it to Southern European markets.
