I find it hard to believe the Ukrainians would leave communications equipment like that logged on and didn't have any way of stopping the enemy from using their terminals.
I find very easy to believe that the Washington post wants its readers to think some US technology is useful and not a load of crap.

You can't jam ballistic missiles. They operate autonomously through an inertial system. They may take corrections from GPS. A good ballistic missile like Iskander achieves its accuracy without GLONASS, it's only a possible support.
Their Excalibr artillery shells were rendered useless by GPS jamming... it depends how the intertial navigation system works... if it is getting signals telling it that it is off course, it might adjust its flight path and therefore miss what it was aimed at.
