Amusing isn't it... the minister of finance realises Germany can't afford to send more money to Kiev and wants them to send Taurus missiles instead, while the leader of the country realises Taurus missiles could lead to open war with Russia and therefore wants to send money instead of Taurus missiles.

Neither of them are smart enough to compromise and send nothing.

The thing is slightly more complicated and rooted in Germany's constitution.
The deficit of the public finances in Germany is being monitored on the constitutional level, meaning that no ruling government can increase debts without any control.
Schulz pushed another E3bln for financing 404, while they had no reserves for it left.
To make a long story short, what they were pushing was a clear violation of the constitution, so they pretended that nobody will notice that and that the federal constitutional court in Karlsruhe would play Goofy as well.
Taurus is just an excuse used, because everyone knows that Germany won't supply those.

Sending Taurus won't change anything anyway. Besides, even the entire potential of Western cruise missiles wouldn't be able to hypothetically significantly damage Russian industry and economy. Especially since many of these missiles wouldn't reach the target.
