    Yes, there has been bad blood in the past. But Russia isnt building the pipeline as of good will.  Guaranteed Russia is getting service fees.

    As well, my wife is Indian thus speaks the language. She is quite well informed since she watches both Indian and Pakistani news.

    Belarus is growing trade deals with Pakistan, so I dont see why Russia cannot. If India can look past bad blood with US, then same with Russia and Pakistan. They too are dealing with terrorists to high degree in Pakistan (yes, that is their previous leaderships who supported terrorism agaibst Soviets and Russians biting them in the ass). So there is indeed willpower to stop them now in Pakistan. Russia could make money out of that.

    What service fee ????? It's Russian money...from start to finish. Pakistanis are yet to pay Iran for the gas they received.

    I'll be damned. When did Belarus even open an Embassy in Pakistan? That's the minimum requirement to start bilateral trade.

    BTW there is nothing under the sun that Pakistan can export to Belarus.

     I am not sure in which planet Pakistan is changing leadership. Last heard it remains a state run by the army. They killed Slavs simply because the Americans paid them to do it.Do you read Russian by any chance? In case you do maybe you can read this

    The Hindoos maybe a backward, uncouth lot but at least, till date, they have not killed Slavs just because the Americans or the Brits paid them for it. They too are impoverished, could have very easily accepted the money.

    I understand your concern about this due to history, but you also need to understand that Pakistan goes through various leadsrs. From miliary junta to some kind of democratic vote. Then there is the joke that Pakistan has 5 leaders. There is a real political clout in pakistan.

    It is paid for by Russia as a loan. Eventually they will get their money back (hopefully).

Even in todays political issues and Germany sanctioning Russia, Russia still gets German business and vice versa.     Pakistan is also under developed and tries for years to get on Russias good side, after soviet union and even still under heavy US influence. Pakistan may have a lot to offer especially in civillian projects. Already Russia is building the gas pipeline from Karachi to Lahor/Islamabad. Eventually they will end up ordering nuclear power plants, gasification plants, agricultural equipment and even automobiles. Plenty more opportunity. And Russia has a lot to offer.

    Pakistan is looking to Russia because the US is looking to India... no other reason.

    When the music stops and it is time to change partner... do you keep dancing with your wife or do you spice it up and dance with a young lady you know she hates.

    Obviously you smile say you have a headache and leave.

    Sure as hell if you do dance with the young lady you get your wifes permission and you don't dance slow dances with her...

    There are groups in Pakistan whom question the authorities decision on buying Chinese tech and energy equipment that China doesnt even buy for themselves and even stated why not buy from Russia this stuff? I heared these type of comments when my wife watches pakistani news and she explains to me.

    And there are groups in the US that think America might be better off using Russian weapons than the stuff they currently use... it is not something to turn your back on a good ally for.

    Eventually, Russia will probably be given very lucrative deals from Pakistan. So Russia should get involved regardless if India is upset or not. They cant have everything their own way.

    So you want to punish India for not buying Russian only?

    Not really military cooperation though is it?

    Sanctions blocked cooperating on that military training system the Germans were building for Russia... fortunately allowing Russian companies to finish it and for the Russian government to get their money back from the German company that started it.

    I don't think there are reasons why Russia can't trade with Pakistan in lots of areas... Russia no longer has an ideology to push or defend, but I rather doubt they will try to make money and the expense of India or other traditional allies.

    Why gamble on Pakistan becoming a good customer when India is already that and does not actively work against Russia around the world.

    well bro you are grossly wrong in under estimating India-Russian ties as they are not driven by weapon sales alone

    India was the first to recognize Russian annexation of Crimea along with China despite the enormous pressure from US and West. India never objected to Russian high tech weapons sales to China. selling weapons to Pakistan that too su 35 means undermining security of India that too when in next 5 years India intends to buy from Russia weapons worth around 50 Billion $ which includes fly away T50, Frigates, Subs, Tanks, up gradation of SU 30 MKI in to super sukhois. do you think Russia will do anything to spoil such a relationships with India ? i feel never

    India- US relations  are purely based on countering china influence as its helping and provoking continuously pak against India. Pakistan has already ceded to china the disputed part of Kashmir. The relationship with US is not going to undermine relationship with Russia which is unique and on very high ground. India- US upswing in relations is a counter weight for china which is belligerent in disputes with all of its neighbors. Let the Indian PM come in November end to Russia all your queries will be answered in that visit

    India will never object beyond a point to the high tech sales of high tech weapons to Pakistan that to of 3-4 billion $ but if this happened then it will start the downfall of our relations for sure as Indian public too is heavily pro Russia and will take it in very bad taste from a ultra friendly nation like Russia. The recent helicopter deals with US is very old inked just now. US is trying to lure away India from Russia and Russia must play its card carefully by not involving pak n  its relations with Russia

    No Indian- US deal has undermined Russia and India will never do anything to spoil relations with Russia

    Russia, India ponder co-development of new generation infantry fighting vehicle — company

    The Russian Defense Ministry may allocate extra funding for developing the new version of the BMP-3 Dragoon infantry fighting vehicle

    MOSCOW, September 30. /TASS/. Russia and India are considering co-development of a new generation infantry fighting vehicle at an Indian enterprise, Albert Bakov, first vice president and co-owner of the Tractor Plants Concern, told TASS on Wednesday.

    "There are plans of joint production of a new combat vehicle implying development and manufacture at their plant of a Russo-Indian infantry fighting vehicle. This is quite realistic, but no final decision on this has been made so far," Bakov said.

    "Our countries already have experience of joint work, for instance, the fifth generation fighter project," Bakov added.

    He said that there are a few more options of cooperating with India. "The Indians would like to launch the production of some vehicles in their country. At issue is the modernization of equipment in service with their armed forces as well as acquisition of equipment we’ve modernized," Bakov said.

    well bro i agree on your one part that present Indian govt is more inclined at present towards US/west but they are fulfilling past contracts. But December we are going to see massive Indo Russian deals in defense, nuclear energy and oil sector

    Regarding selling of offensive arms detrimental to Indian security i am sure Russia wont be selling to any one as business do not allow it

    India might team up with its longstanding friend Russia in a bid to modernise the Indian Army, as it plans to co-develop a new generation infantry fighting vehicle (IFV) with the Russians.

    The co-development might, if all goes well, happen with an Indian enterprise said Albert Bakov, vice president and co-owner of the Tractor Plants Concern, reported TASS, the Russian news agency.

    "There are plans of joint production of a new combat vehicle implying development and manufacture at their plant of a Russo-Indian infantry fighting vehicle. This is quite realistic, but no final decision on this has been made so far," Bakov was quoted as saying.

    Recently, during the Russia Arms Expo 2015 in mid September, India signed a contract with Uralvagonzavod, the Russian defence enterprise to deliver spare parts for the T-72 tanks and the contract will be for two years. India has around 1,900 T-72 tanks, which have been upgraded subsequently since it first bought it in 1981. The deal is worth millions of dollars, TASS reported.

    Apart from this, India is also negotiating a new contract with Russia to supply it with the modern T-90MS.

    The T-90MS uses similar ammunition as T-90 tanks, sporting 1130HP engine, a PNM Sosna-U gunner view, a 7.62 mm turret UDP T05BV-1 RWS, inertial navigation systems and new explosive reactive armour (ERA).

    These deals will boost the ongoing Indo-Russian strategic co-operation to a newer level, ahead of Indian PM Narendra Modi's Moscow visit in December 2015 to attend the bilateral Annual Summit.

    I'd suggest that those in Russia advocating some Su-35 sales to Pakistan or whatever else better read up on their history and count their blessings instead.

    There are few powerful nations in the world today that haven't fought Russian troops at one time or the other. Yes even friendly or neutral countries today such as China, Turkey, South Korea, Israel, the same Pakistan, Japan, Italy, etc... we've fought against all of them at one time or another.

    But India is one of the one's we haven't fought against, and where we have always been on the same page with or at least without conflicting interests.
    Such a relationship is fairly rare between powerful, influential countries - and it should be preserved.

    Russian Defense Ministry may additionally fund development of BMP-3 Dragoon IFV

    According to the company official, the Russian Defense Ministry may allocate extra funding for developing the new version of the BMP-3 Dragoon infantry fighting vehicle.

    "The Defense Ministry is interested in those vehicles," Bakov added. "Once we’re through with the trials, we’ll hold talks with them."

    He stressed that the Dragoon has no imported components. The newly developed version also differs from the baseline BMP-3 in that its powerplant is located in front and the landing compartment is fitted with a ramp. The Dragoon must receive a combat module armed with 2A70 100mm caliber gun, 2A72 automatic 30mm gun and PKT 7.62mm caliber machinegun.

    Bakov said the model demonstrated early in September at the Russia Arms Expo-2015 Defense Exhibition in Nizhny Tagil is not the Dragoon’s final version. What is now mounted on the turret, will be put away, as much as possible, in the body since all "the protruding parts" will become an easy target for enemy’s munitions," he said.

    "I think the process will take at least a year," Bakov added.

    He also said that NATO specialists "very carefully examined" the BMP-3’s new versions, Dragoon and Derivation, armed with the 57mm gun in Nizhny Tagil. "They did so, however, not because they wanted to buy them, as you well understand," Bakov added.

    Russia to develop electric transmission for IFV in 2016

    Albert Bakov also told TASS that electric transmission for infantry fighting vehicles will be developed next year.

    "We wanted to show it at the exhibition [Russia Arms Expo - 2015] but had no time," the official said. "Everything is being done from scratch, through trial and error, which is why there are so many problems. But these problems can be solved. I think, we’ll build this engine next year," Bakov added.

    He previously reported about Tractor Plants’ plan to present the electric transmission prototype in 2015. Bakov explained that the fighting vehicles fitted with it will be less visible to thermal imagers. The electric transmission is going to be optimized in the BMP-3 body with a serious modernization of the vehicle.

    - Which issues will you raise with your Russian counterparts at the meeting?

    - I will put it like this. I have been reading about Russia since my childhood — Sputnik and all those magazines. Somehow they were delivered to my residence when I was at school and college long back. I have always seen Russia as an all-weather friend for India — the two countries have always had a great relationship. I believe that this relationship should be enhanced. My visit to Moscow will be an attempt to help the relationship blossom further. There are many issues that can always be in such relationships, and I think the best way is to have them resolved. I see a certain enthusiasm to resolve them from both sides as well as possibilities to involve Russia in the “Make it in India” program.


    - You’ve mentioned the “Make it in India” program launched by the Indian government to transform the country into a global manufacturing hub. Are there any joint projects between our countries as part of this program which are already taking shape?

    - They may not take final shape during my visit but we’d like to prepare some of them for Prime Minister Narendra Modi’s visit to Russia in December — for example, the project for joint production of Kamov Ka-226 helicopters. I hope to use my visit to have it inked on paper when the prime minister arrives. Also the purchase of S-400 missile systems. We anticipate these projects to be coordinated by next month.

    There are also proposals for small private-sector companies interested in tying up with Russian companies to manufacture spares. Our industry representatives visited Russia in September and I think they have come up with a few proposals. I would in fact be raising the issue that since India depends much on Russian platforms, spares supplies in the future could make the use of these platform easier. Some of the key components would be manufactured in India under this “Make it in India” program. I expect some movement on that also.


    - What kind of spares?

    - For Su-30MKI fighter jets. We have almost 220 of them now and ultimately the number will reach 270, which represents about 40% of Indian Air Force. When you have 40% of air force strength from a particular maker, you are obviously interested in ensuring that they are serviced properly. Those aspects will be discussed and we are coming to conclusions, to solutions to the problem. I hope that these problems will be resolved very soon so service operation is substantially enhanced.

    Then there are Mi-17V-5 helicopters, which we also intend to negotiate and finalize procurement for 48 more. With that, we will have some 280 Mi-17 helicopters.


    - Did I understand you clearly that a Mi-17 deal could also be finalized by the prime minister`s visit?

    - Maybe. I am not very sure because it is still being coordinated but we have already decided to buy them.


    - Do you think private Indian shipyards are ready, technically, for projects with Russia under the ‘Make it in India’ program? How much time will it take to equip them for implementation of future projects?

    - Since you have to begin somewhere, I think they are in a much better condition than they were a couple of years ago. Whenever upgrade takes place, the technical partner, the Russian partner, will have to provide some technical aid to the shipyard. I think they are ready for upgrading. The very logic of “Make it in India” is to ensure that smooth supplies result in better performance. In the long term it helps the country which supplies the platform.


    - How long will it take to start the process of shipyards` upgrading and launch the helicopter joint venture?

    - I will tell my target. All the negotiations and paperwork should be completed during the current financial year. Actual implementation can start in the next financial year.

    Next steps depend on the private companies set to work on these projects in India. We are trying to speed up procedures from our side. So there will be an attempt to ensure that during the current financial year, i.e. by March, things are all tied up properly.


    - Do you see a frank and honest reaction from the Russian side while raising your concerns on joint projects?

    - I believe that, because I am from Goa and I saw lots of Russian tourists coming there and from whatever small interaction I had with them I believe that Russia is one place where people are straightforward. They speak what is in their mind. It is easier to deal with such people and easier to sort out the issues.


    - What is the state of progress on the Fifth Generation Fighter Aircraft and Multi-Role Transport Aircraft development program?

    - As for the Fifth Generation Fighter Aircraft​ (FGFA), negotiations will proceed further and we have halted ourselves to establish things clear in our minds. But with the Multi-Role Transport Aircraft​, there are serious issues needing clarification, let me be frank. There are some serious observations which need to be clarified and reviewed properly.


    - How much time can it take to make the Fifth Generation Fighter Aircraft if all goes as scheduled?
    - I cannot say because we are currently at the design stage. I have directed my officers to commence the negotiations as early as possible and close the first stage so that we can proceed further.


    - Do you see more areas in which Russia and India can set up joint ventures?

    - Many more. I am very positive about it. Indo-Russian relations are not only of friendship but more of a strategic relationship, continuing from the 1970s. I hope to ensure that this relationship continues. There can be many more issues on which we can collaborate.

    Russia is ready to lease a second Project 971 Shchuka-B submarine to India for a period of ten years, a source in the shipbuilding industry told Interfax-AVN on Friday.

    The decision has been made on leasing a second nuclear submarine, remarked the source. That may be K-322 Kashalot or another submarine of the Chakra class, he said.

    The submarine will require profound modernization consistent with wishes of the foreign customer.

    The submarine will be customized by the Amur shipyards. Modernization and testing of the submarine and training of the Indian crew will take three years. The Kashalot will be transferred to the Indian Navy in 2018, the source noted.

    Russian shipyards prepared a Project 971 Nerpa nuclear-powered submarine for transfer to the Indian Navy in an earlier period. That submarine was leased for ten years at a price of $980 million. The acceptance document was signed in December 2011 and the submarine named the Chakra joined the Indian Navy on April 4, 2012.

    The fact that India was considering the possibility of renting another Project 971 submarine came to light in December 2014. That is when the Indian Defense Minister Manohar Parrikar said that his ministry was considering two options: the extension of the lease on the Chakra K-152 “Nepra” Class Project 971 submarine or renting a second ship of this project – the “Shchuka-B”.

    The Kashalot submarine of Project 971 Shchuka-B belongs to the third generation. The submarine has a submerged displacement of 12,770 tonnes, a submerged speed of 30 knots, a depth capability of 600 meters, sea endurance of 100 days and a crew of 73 men.

    Is india allowed to carry SLBM's in those leased subs ? SLBM's gives second strike capabilities to india . Even Pakistan is planning to acquire subs , they do't have any though. Meanwhile China has its own nuke tipped SLBM's submarine. Noisy though but they are a huge asset within Chinese territorial waters.

    Akula is SSN, it does not have such capabilities, only cruise missiles and casual range of torpedos.

    Defence Ministry to Clear Military Deals Worth Rs 5,000-Crore

    The government is set to clear two major military purchases from Russia days before Defence Minister Manohar Parrikar's visit to Moscow, including a comprehensive upgrade of India's Ilyushin transport aircraft fleet and the acquisition of 150 new armoured fighting vehicles.

    Parrikar, who is set to leave for Russia on Friday, is also likely to discuss the possible acquisition of two new Kilo class submarines for the Indian Navy that is battling with a depleted underwater fleet. India currently operates nine Kilo submarines under the Sindhughosh class and had lost one to a major explosion at the Mumbai harbour in 2013.

    The two submarines are being offered as a quick option to fill gaps as St Petersburg already has a line of advanced Kilo class submarines under production for the Russian Navy as well as a Vietnamese order.

    Sources told ET that a high powered committee on acquisitions is set to clear a Rs 4,250-crore project to Russia for the upgrade and enhancement of the air force's transport fleet of IL 78 and 76 aircraft. The project will not only increase the service life of the aircraft by up to 20 years but will also give both aircraft enhanced avionics.

    More importantly, the upgrade will also involve fitting new engines to six of the IL 78 midair refuelers that will give the aircraft a longer range as well as the capability to carry extra fuel. The Indian fleet is likely to be fitted with new PS 90 engines that can increase the load carrying capability by almost two tonne.

    The air force has been particularly worried about its midair refuelers with a contract to purchase new generation tankers from Airbus under the Multi Role Tanker Transport (MRTT) project stuck for over two years on pricing issues.
    The other Russia-linked project likely to be cleared is for the purchase of 150 BMP 2/2K armoured fighting vehicles for the Indian Army. The project, worth.`950 crore, will be executed in India by the Ordnance Factory Board on license from Russia.
    Parrikar is set to visit both Moscow and St Petersburg and would, among other things, set the agenda for Prime Minister Narendra Modi's visit to Russia in December.

    Acquisition of long-range air defence systems and two different kinds of helicopters are among the top issues on the agenda of Defence Minister Manohar Parrikar’s three-day visit to Russia beginning on Saturday. These agreements are likely to be signed during Prime Minister Narendra Modi’s visit to Russia in December.

    According to officials, India is interested in procuring S-400 Surface-to-Air Missiles (SAM) from Russia, which have a range of up to 400 km. Also, negotiations are expected to be wrapped up to build Kamov-226 T utility helicopters in India and buy additional Mi-17 V5 medium lift helicopters.

    “They may not take a final shape during my visit but we’d like to prepare some of them for Prime Minister Narendra Modi’s visit to Russia in December — for example, the project for joint production of Kamov Ka-226 helicopters… Also, the purchase of S-400 missile systems. We anticipate these projects to be coordinated by next month,” Mr. Parrikar said in an interview to a Russian news agency.

    He is in Russia to chair the annual Intergovernmental Commission on Military-Technical Cooperation meeting along with his Russian counterpart Sergei Shoigu.

    “I hope to use my visit to have it inked on paper when the Prime Minister arrives,” he said.

    However, on the Fifth Generation Fighter Aircraft (FGFA) to be jointly developed by India and Russia, Mr. Parrikar said that negotiations would proceed further, but added, “We have halted ourselves to establish things clear in our minds.”

    Projects approved

    Meanwhile, the Defence Acquisition Council (DAC), which met on Thursday, approved some long-pending deals, procurements and upgrades worth over Rs.12,000 crore but deferred a decision on the blacklisting procedures revised under the new Defence Procurement Procedure (DPP).

    Some of the major decisions approved include clearance for engine and avionic upgrades for the Air Force’s fleet of IL-76 transport and IL-78 mid-air refuelling aircraft for Rs. 4,300 crore, approval to digitise the 24 Pichora Surface-to-Air Missile systems at Rs. 1,800 crore, two new regiments of Pinaka Multi-Barrel Rocket launch systems at Rs. 3,300 crore and 149 more BMP-2 Infantry vehicles for the Army.

    For the Navy, approval was accorded to issue Acceptance of Necessity for four 3,500-tonne Multi-Purpose Vessels costing Rs. 700 crore to replace the existing tug boats.

    The value of a new package of contracts to supply Russian arms and military equipment to India may reach $3 billion, the Center for Analysis of World Arms Trade said Friday.

    MOSCOW (Sputnik) – Earlier, India's Defense Minister Manohar Parrikar said his country could sign an agreement with Russia next month for the delivery of Russian S-400 Triumf air defense systems. The two sides are also discussing the purchase of two Russian Kilo-class diesel-powered submarines.


    India will acquire 48 Mi-17V-5 military transport helicopters and, on Thursday, the Indian Defense Ministry cleared a proposal to upgrade the country's fleet of Russian-made Ilyushin Il-76 transport planes and Il-78 aerial tankers.

    "The recent statements by the military leadership of India about large-scale purchases of Russian arms shows that India is still the most important partner of Russia in the sphere of military-technical cooperation. I believe that here we can talk about $1.5-2 billion-worth contracts, maybe even about $3 billion," a spokesman for the Moscow-based think tank said.

    He added that the contracts could be executed in 3-5 years.

    Since the Soviet era, Russia and India have enjoyed mutually beneficial strategic relations, especially in defense and military cooperation.

    In 2014, the value of weapons and military hardware delivered by Russia to India reached some $4.7 billion, according to the Russian Federal Service for Military-Technical Cooperation.

    NEW DELHI: On his first visit to Russia, defence minister Manohar Parrikar's biggest challenge will be to rescue a joint project to develop a new generation military transport aircraft that is rapidly steering towards cancellation.

    While Parrikar is expected to discuss several major acquisitions, including a possible purchase of two new Kilo class submarines and the S 400 air defence system, the biggest concern is on the Multi Role Transport Aircraft (MTA) project that was firmed up in 2009.

    Sources told ET that serious differences have cropped up in the project that was being slotted to replace the An 32 transport fleet of the Air Force. While as part of the initial offering, the MTA was to have futuristic
    technology including a full authority digital engine control ( FADEC) system.

    However, Russia has not been able to convince the Indian side that it would be able to incorporate this and other systems into the aircraft. "We have several questions that need to be answered and if there is no satisfactory response, a quick decision on the future of the project needs to be taken," a senior Defence Ministry functionary told ET. Questions are also likely to be raised by the Indian side on the progress of the Fifth Generation Fighter Aircraft (FGFA) project which is awaiting the next step of signing of a firm contract.

    Russia, India Sign Military-Technical Cooperation Agreement


    Russia and India signed a military-technical cooperation agreement.The Russian and Indian defense ministers signed a military-technical cooperation agreement in followup to the India-Russia Intergovernmental Commission for Military-Technical Cooperation (IRIGC-MTC), the Russian Defense Ministry press service said Monday.

    "A protocol aimed at developing bilateral Russian-Indian relations in the military-technical field was signed following the commission meeting," the press service told reporters.

    Indian Defense Minister Manohar Parrikar, following talks with his Russian counterpart Sergei Shoigu, called Moscow a "privileged" strategic partner in the field.

    "We have very close and strong connections in the area of defense. Russia has been and remains to date India’s leading partner," Parrikar, who arrived in Moscow for the IRIGC-MTC on Friday, said.

    Parrikar said earlier that he expected to sign an S-400 Triumf air defense system contract with Moscow. Cmdr. Abhijit Singh, serving officer of the Indian Navy, told Sputnik last week that New Delhi was planning to lease Russian-made Akula II-class submarines.

    Russia is among India’s foremost weapons suppliers. Over two-thirds of the Indian Army, Air Force and Navy military equipment is Russian- or Soviet-made. IRIGC-MTC was established in 2000 to enhance bilateral cooperation in the military sphere. It is co-chaired by Parrikar and Shoigu.
